Description

France has set ambitious targets for decarbonising its economy and reindustrialisation, which aim to increase the share of electricity to more than 50% in our energy mix by 2050. It is through its strategic investment plan to 2040 (SDDR) that RTE proposes a prioritised, optimised and time-phased strategy to successfully implement the transformations of the high and very high voltage network over the next 15 years. To achieve these objectives, it is essential to strengthen and diversify electricity transport capacities across the territory. This involves, in particular, the development of new infrastructure and the integration of innovative technologies, both on land and at sea. It is in this context of accelerating and growing projects for interconnections and offshore production networks that the Maritime Projects and Interconnections Directorate (DPMI) plays a key role in the development of electricity transmission infrastructure such as submarine and terrestrial interconnections, as well as the connection of offshore wind farms. Within the DPMI, the Quality Documentation Unit (PQD) defines and implements the quality approach and is at the heart of the DPMI's connection and interconnection projects. The profiles of experienced consultants in the quality field, which are the subject of this consultation, are linked to the PQD, but functionally attached to the projects to which they are assigned. The market consists of the following lots: • LOT 1: Project Quality Manager (PQM) - Sub-lot 1.1: PQM Onshore - Sub-lot 1.2: PQM Offshore • LOT 2: Quality Work Animator (AQT) The procurement mechanism chosen is the framework agreement with subsequent contracts with a pool of holders systematically put out to tender for each new requirement.
