The City of Delmenhorst (hereinafter: "Granting Authority") aims to achieve comprehensive, high-performance access to gigabit networks. Furthermore, the Granting Authority aims to strengthen its business location and ensure the competitiveness of its companies. Therefore, concession contracts for the construction and operation of gigabit networks as well as the provision of end-customer services in the areas specified below are to be concluded with telecommunications companies. The Granting Authority has submitted a funding application for this purpose within the framework of the federal funding programme "Funding to support the expansion of telecommunications networks with gigabit capability in the Federal Republic of Germany - Gigabit Guideline 2.0" within the framework of the "Gap Closure Programme" in the sense of No. 9.1 and has been granted funding. In addition, the Granting Authority has applied for co-financing under the "Guideline on the Granting of Grants for the Expansion of Gigabit Networks in Grey Areas in Lower Saxony" and has also been granted funding in an interim amount. The funding generally covers the stated investment costs. The investment costs are determined from the net present value of all revenues for a period of at least seven years and the net present value of all costs of network construction. However, no funding is provided for the costs of network operation (including operating costs, financing costs and costs for pre-requisite products). Financing costs, on the other hand, are generally eligible for funding if they serve the (interim) financing of the material costs incurred in the construction of the funded network. These include, for example, costs for construction period interest. An increase in the maximum funding amount named in the funding notice is not possible. Offers with a result (economic gap or total financing) of more than 1,000,000.00 EUR (net) cannot be taken into account in the course of the offer evaluation.
