Bulgaria – Pharmaceutical products – „Доставка на лекарствени продукти, които са включени в Приложение 2 на ПЛС, за нуждите на УМБАЛ „КАНЕВ“ АД“

**Supply of medicinal products, which are included in Annex 2 of the PLS, for the needs of UMBAL "KANE" AD**

The Dynamic Purchasing System (DPS) is created for the periodic supply, upon prior request, of medicinal products included in Annex 2 of the PLS, pursuant to Article 262, Paragraph 6, Item 2 of the MHPL, necessary for the performance of the therapeutic activity in UMBAL "KANE" AD. The medicinal products, subject of the procedure, are presented in the initial "Technical Specification" /part of the participation documentation/, with indicated medicinal forms, quantity of active substance, unit of measurement, and necessary forecast quantity. The initially planned "Technical Specification" may be partially changed during the conduct of the dynamic system, by adding new medicinal products and/or changing their quantities. The quantities indicated in the "Technical Specification" attached to these instructions are forecast and do not oblige the Contracting Authority to order them in the forecast volume. Candidates included in the DPS may submit an offer for one or more items, as well as may not submit an offer. The DPS will operate within 36 (thirty-six) months, during which the Contracting Authority may send invitations to the candidates included in the DPS to collect offers for each specific order for the supply of medicinal products, within the DPS. The term of the contracts concluded on the basis of the limited orders within the DPS is for a period of 12 months. The DPS operates in two stages, as follows:

**FIRST STAGE OF THE DYNAMIC PURCHASING SYSTEM – COLLECTION OF APPLICATIONS FOR PARTICIPATION:** Qualification of suppliers (admission of suppliers to the system). At this stage, applications for participation in the DPS are collected. The applications for participation /EEDOP/ contain information about the personal status of the candidates and the selection criteria set by the Contracting Authority. Deadline for submission of initial applications - 31.08.2026. The examination of the initial applications for participation is carried out within 10 (ten) working days from the deadline for submission of initial applications, after which the Contracting Authority determines a selection decision with which the qualified suppliers are included in the DPS. After the initial deadline for submission of applications, the Contracting Authority will review the newly submitted applications twice a month /every Monday of the first and third week of the month/. After each review of the applications, the Contracting Authority issues a selection decision. After the selection decision enters into force, the second stage of the procedure follows.

**SECOND STAGE OF THE DYNAMIC PURCHASING SYSTEM – COLLECTION OF OFFERS FOR SPECIFIC INVITATIONS:** After the initial decision for the inclusion of the approved candidates in the DPS enters into force, the Contracting Authority announces separate procedures within the DPS. For each specific procedure, the Contracting Authority sends an invitation to submit offers for the specific order to all candidates included in the DPS. The candidates' offers contain a technical and price proposal. The offers will be classified by a program, which will be accessible and free of charge for the participants.
