Belgium – Grounds maintenance services – Raamovereenkomst: algemeen groenonderhoud 2026-2030

Woonpunt Zennevallei bvBelgiumPublished on Sep 03, 2026
Deadline passed

Description

The contract concerns the inventory and maintenance of green zones within the estate of Woonpunt Zennevallei (WPZ). The contract includes, among other things, the inventory and updating of existing green zones, mowing and maintaining lawns and verges, trimming hedges, maintaining shrubberies, borders and hard surfaces, pruning shrubs and trees, felling trees, clearing drains, maintaining gardens at vacant properties and maintaining green roofs. The services are performed at various locations within the estate of WPZ and include both periodic maintenance work and services on demand. The nature and scope of the services to be provided cannot be determined in advance. The same applies to the execution deadlines. This is a public contract for services in the form of a framework agreement as defined in article 2, 35° of the law of 17 June 2016 on public contracts. The framework agreement is concluded in principle with several contractors according to a cascade system (see hereafter title I.3). The contracts based on the framework agreement are awarded according to the conditions set out in the framework agreement in accordance with article 43, §5, 1° of the law of 17 June 2016 on public contracts. The contract is placed in execution of the framework agreement by means of subcontracts (orders), which are placed according to the available budgets, the needs of Woonpunt Zennevallei and the yet to be determined priority locations. The actual quantities ordered may deviate from the quantities in the inventory. The latter are merely indicative and serve solely for the comparison of tenders. The award of the contract does not confer any right on the contractor to execute the quantities mentioned in the inventory — neither in terms of the total order amount, nor in terms of the quantities to be ordered per item, and nor in terms of the interrelationship between the items. The contractor cannot claim compensation if these quantities are not reached. Only with a separate subcontract does the contractor acquire an effective right of execution, and this exclusively for the quantities mentioned in that subcontract. This contract does not provide for exclusivity. The contractor does not have an absolute exclusivity or right to take up his offered services within the framework of this public contract. The contracting authority may, during the duration of the cooperation, have services performed by other contractors or by its own services. The contractor cannot, under the above rules, claim any compensation at any time. The duration of the framework agreement and the individual lots is 12 months. The framework agreement is renewed tacitly each time for a period of 12 months, with a maximum total duration of 48 months. If the contracting authority does not wish to renew the framework agreement, it will inform the contractor of this in writing at the latest three months before the expiry of the current period. The contractor cannot derive any right to compensation from the non-renewal. Place of service: Per plot (municipality/city area of operation of Woonpunt Zennevallei, for example).
