France – Ancillary works for electricity power lines – TRAVAUX D’EXTENSION ELECTRIQUE HTA POUR LE RACCORDEMENT DU SITE DATA CENTER EVALLEY

The contract concerns the construction of underground network works (excavation, laying and connection) on the territory of the Nord Pas de Calais Regional Directorate of Enedis, and more particularly in the CAMBRAI area. These works will be carried out over a length of 29 kilometres, with the aim of supplying 4 customer substations for a Data Center site located on the former military base of Cambrai. These works will involve the creation of a network over 3 geographical sections to supply the 4 customer substations. - 10 HTA departures from the source substation "Haplincourt", located in the commune of Haplincourt in the Pas de Calais, over a length of approximately 10 km, to the Boursies switching substation. - 10 HTA departures from the Boursies switching substation, over a length of approximately 9 kilometres, to the Fontaine Notre Dame junction. - 1 HTA departure from the source substation "Prémy" located south of Cambrai in the Nord department, over a total length of approximately 2.2 kilometres, then 11 cables over approximately 8 kilometres from Fontaine Notre Dame, including 1 km in open trench, to the EVALLEY site. The project will also include: - Drilling works under the future Seine Nord canal and the existing Nord canal. - 4 technical options: • 2 options for the creation of 2 wind farms with 1 additional departure from the Haplincourt source substation and 1 additional departure from the Prémy source substation. • 1 option for the diversion of 4 cables upstream and downstream of the drilling under the future Seine Nord canal. • 1 technical option for managing hazards in areas with particular features (pyrotechnic risk, proximity to a capture zone, ZNIEFF) Every 10 km approximately along the route, distribution substations will be set up, equipped with circuit breaker cells to be supplied and connected. The following points are to be considered: - The excavation will be carried out approximately 95% in public domain and for more than 95% of the route on departmental road on heavy carriageway with resurfacing to be planned on half carriageway. - The laying of the network, according to the different typical sections, may occasionally go up to 15 cables. - The cables will be supplied by Enedis on reels. - The number of inter-reel junction boxes is estimated at 800 and the number of HTA ends on cells at approximately 80 for the entire site. - The possibility of passing through crossroads or particular zones by drilling is to be considered. - Excavations within the source substations and up to the cells to be connected will be carried out entirely using soft techniques (manual excavation and/or suction truck). - A secure, enclosed, covered and guarded life base per lot, at the contractor's expense (securing of equipment) will be required. - A secure organisation for the storage and transport of copper scraps by the contractors until delivery to Enedis sites and/or recycling sites will be required. - An organisation for the storage and management of reels and cable scraps must be put in place. - The preparation and submission of diversion plans will be carried out by the contractors in advance for all lots and submitted to the road managers by the contractors. - The RGC (major roads, convoys) sections on the departmental road part cannot be the subject of any diversion for road closure: the works must be carried out with lane restriction, alternating traffic and implementation of measures allowing the passage of very heavy goods. It is stated that the Nord Pas de Calais Regional Directorate may call upon a site safety coordinator for the entire operation. This coordinator will consult the selected companies on all regulatory aspects.
