The subject of the framework agreement is the supply of a new telescopic mast integrated on a trailer and associated services for DGA at the Lines Site in Plouhinec. This is a single-attribute framework agreement. It is composite, with a fixed-price portion, a portion for purchase orders in accordance with the provisions of Article R. 2362-8 of the Public Procurement Code (CCP), and a portion for subsequent contracts in accordance with Articles R. 2362-1 to R. 2362-7 of the CCP. The expected services are, for the fixed-price portion, the supply and delivery of a new telescopic mast integrated on a trailer and its set of spare parts; for the purchase order portion, the maintenance in operational condition (MCO) of the mast including: Annual preventive maintenance and hotline, Corrective maintenance (troubleshooting), User support services (hoisting, lowering, standby), User training, Transferability. Other services within the framework of subsequent contracts. The subsequent contracts will specify certain services or supplies, the characteristics and execution modalities of which are not defined in the framework agreement. The site concerned is the Lines site in Plouhinec of DGA (Lorient). The deadline for submission of tenders is set for 28/05/2026 at 11:00 (Paris time). The deadline and time indicated in section 5.1.12 are in UTC format. This is a Defence or Security Contract. The present contract is subject to a formalised negotiated procedure with prior competition and publicity, in accordance with the provisions of Articles L 23241, L 23243, R 23241, R 2324 3, and R 2361 8 to R 2361 12 of the CCP. The framework agreement is concluded for a validity period of 7 (seven) years. The minimum amount of the framework agreement corresponds to the amount of the fixed-price portion corresponding to the supply of the new telescopic mast integrated on a trailer and its set of spare parts. The maximum amount is 800 000,00 € VAT excluded, indicated in section 2.1.3 below. This maximum amount corresponds to an overall estimate for the framework agreement project, without any commitment on the part of the State to reach it. The maximum amount indicated in sections 2 and 5 below is in euros, excluding tax. The present contract notice concerns only the CANDIDACY PHASE. The consultation file will be sent subsequently to the candidates admitted to tender. The provisions of Article R 23941 of the CCP (clauses for review relating to price variation conditions, to developments, to the supply of spare parts, to crisis situations) may be applied.
