We draw the attention of those interested in participating that, in the current participation phase of the Dynamic Purchasing System (DPS), a participant may not submit a bid in accordance with the provisions of Kbt. 107. § (1) and Kbt. 82. § (1)!

The purpose of the present technical description is to enable economic operators to decide, in accordance with Kbt. 107. § (2), whether to participate in the dynamic procurement system. The short technical content and categories defined by the Inviting Entity in accordance with Kbt. 107. § (2) are as follows:

1. All active substances used in pharmacies, for all ATC codes, as well as other products used in pharmacies containing certain active substances (especially, but not exclusively, physiological salt, lidocaine catheter gel, sterile distilled water without active substance), and medicinal products not classified as medicines, as well as products according to Government Decree 2/2008. (I. 8.) EüM

2. Bulk pharmaceutical substances (pharmaceutical substance)

3. Special dietary foods (dietary supplements) and food supplements for special medical purposes

4. Solutions and drugs required for dialysis

Quantity: The estimated maximum total value of the contracts to be concluded during the entire period of the DPS, i.e. net 1 000 000 000 Ft estimated value, in accordance with Kbt. 18. § (2).

The Inviting Entity implements the DPS in the categories defined in the call for participation. In addition, in accordance with Kbt. 107. § (2), during the implementation of the DPS, the Inviting Entity may, at the same time as sending the call for tenders, determine the possibility of submitting a partial tender within a category in the call for tenders, based on the specific procurement needs stated therein – depending on the subject matter and nature of the specific procurements.

The Inviting Entity reserves the right to determine the procurement needs in the individual partial tendering rounds during the tendering phases, deviating from the grouping according to the categories indicated above.

All necessary information relating to the operation of the DPS, the electronic tools used and the technical rules and description of the connection is contained in the procurement documents. Every participant who meets the eligibility criteria will be admitted to the DPS, and the number of participants invited to submit a tender will not be limited.

The Inviting Entity will make available to the economic operators participating in the DPS, at the same time as sending the call for tenders, the precise technical description and contractual conditions relating to the specific procurement to be implemented in the DPS, in accordance with Kbt. 107. § (2). The economic operators invited to submit a tender may, on the basis of this, submit their tender in the tendering phase!
