Description

The Agency for Green Urban Development and Water Environment is awarding a framework agreement concerning the execution of chemical laboratory analyses of selected pesticides in groundwater. There is a need to expand the NOVANA monitoring of pesticides in groundwater with a range of selected substances. The precise scope is being clarified in connection with the finance act 2027 and is not expected to be finally clarified until the end of 2026. Since sampling must already commence in January 2027, the contracting authority needs to award the agreement before the final clarifications regarding the budget are available. At this point in time, it is expected that the monitoring in 2027 will at minimum cover analysis for 3 of the 10 tendered pesticide substances. It is expected that a minimum of 250 samples will be taken for analysis of the 3 pesticide substances. The contracting authority hopes to obtain a grant, so that the analysis will cover all 10 pesticide substances in up to 800 samples. Since the contracting authority does not expect to take fewer than 250 samples, the price for analysis of all 10 pesticide substances in 250 samples is evaluated. The contracting authority already has two framework agreements concerning chemical analysis of environmental pollutants in groundwater, one of which covers analysis of pesticides. Both framework agreements expire at the end of 2027. The contracting authority expects that the existing framework agreements, as well as the framework agreement covered by this tender, will be tendered as one combined framework agreement in 2028. A new NOVANA programme is expected in 2028, and since the programme has not yet been finally determined, the framework agreement covered by this tender is being tendered solely for the year 2027 with the possibility of extension for a further year, should the forthcoming NOVANA programme be delayed. The samples are taken and delivered at the sample exchange points by personnel from the contracting authority's local units. The supplier must handle the delivery of packaging, collection of samples, transport, analysis and reporting etc., as described in Annex 1 – Specification of Requirements. The sample exchange points are listed in Annex 1.1. The framework agreement enters into force on 1 January 2027 and is valid until 31 December 2027, with the possibility of extension for a further year. The framework agreement's total expected value is estimated at 4 million DKK excl. VAT. The framework agreement's total maximum value is estimated at 5 million DKK excl. VAT.
