Germany – Construction-related services – Objektüberwachung ( LPH 7+8 HOAI) im BV Neubau Betriebsgebäudes der Leit- und Revierzentrale Minden (LRZ) einschließlich Errichtung der Außenanlagen gemäß BNB und SiGeKo

The subject of this tender is the provision of services by freelancers for assistance with the awarding (LpH 7 HOAI) and for the supervision of the project and construction (LpH 8 HOAI) for the new construction of the LRZ and green areas. The new construction of the LRZ operational building will take place at the Minden site at 14 Sympherstrasse. The fully developed, WSV-owned plot is located in the Minden district within a built-up local area and is not subject to a land-use plan. Following the demolition of an existing old office building in 2022, the new building is to be erected on the same site. On the opposite side of the street, land owned by the Federal Government is available for the construction and designation of the required parking spaces. The E-AU for the operational building provides for a single-story building with a TGA basement (gross floor area of approx. 2,000 m²). Based on the building design for control centres, the building layout consists of three modules: waiting rooms, technical rooms and functional areas. The rooms are dimensioned on the basis of the guideline for the automation and remote control of WSV facilities (AuF) and planned according to Annex C10 "Examples of waiting rooms and central control level" of the guideline. They consist of a waiting room for the control centre of approximately 330 m² (6 or 7 workplaces for locks with weirs), a control room for the district and operational centre of approximately 160 m² (4 workplaces) as well as technical, office and social rooms. The outdoor facilities are planned on an area of approximately 3,000 m². Of this area, approximately 800 m² is parking and access, the rest is green space. The building, the interior spaces and the open space concept were developed from the specifications of the WSV guideline for automation and remote control (AuF) and the requirements of the sustainable building assessment system (BNB). Further requirements are CO2 neutrality and the lowest energy standard of the EEG.
