Finland – Substation construction work – Upalinkon 110 kV:n sähköaseman uusiminen

Turku Energia Sähköverkot Oy (hereinafter TESV) is renovating the Upalinko 110 kV substation located in Turku. The project's starting point is the replacement of the current 110 kV open-air switchgear with a new SF6 gas-free GIS switchgear. The new switchgear will be located in a substation building to be constructed as part of this procurement in the northwest part of the current substation area. The existing feeder connections will be connected to the new switchgear via 110 kV cable connections implemented from the current main terminal.

The subject of the procurement is the construction contract for the renovation of the substation, which includes the design, construction, equipment and other materials, installation, testing and commissioning works, documentation, and demolition works, the scope of which is more precisely defined in the procurement documents. This is a procurement to be carried out as a turnkey contract. The procurement complies with the F-gas Regulation (EU) 2024/573. The main components of the procurement are:

- construction of a new two-storey substation building;

- 110 kV double-busbar GIS switchgear and associated control, protection, automation and auxiliary electrical systems;

- 110 kV cabling works with associated earthworks and materials;

- demolition works for the current 110 kV open-air switchgear and substation building.

The procurement will be carried out in accordance with the special procurement law through a negotiated procedure. Since the procurement relates to the procurer's critical infrastructure, general information about the procurement will be published in a restricted manner during the expression of interest phase. As an attachment to this expression of interest, a project description, preliminary contract draft, reference form, confidentiality agreement and General Conditions of Contract for Construction Works YSE 1998 are provided. Bidders are required to assess their interest in participating in the procurement procedure based on the information provided in the expression of interest and its attachments. The bidder is expected to accept the confidentiality agreement for the project provided as an attachment to the expression of interest and return it signed as an attachment to the expression of interest. More detailed information about the subject of the procurement will be provided to the shortlisted candidates in the later phases of the procurement procedure. The final content, scope, interfaces and division of responsibilities between the parties will be clarified during the tendering and negotiation process. The implementation phase of the project is estimated to be in the years 2027–2030. Design work may commence upon the contract coming into force and construction works immediately when the necessary permits are legally binding. The new substation is scheduled to be completed for production use by 1 December 2029 and the demolition works related to the project will be completed by 1 June 2030. The schedule will be clarified based on the preparation of the procurement, the negotiation procedure and the selected implementation solution.
