Description

The Verkehrsgesellschaft Landkreis Gifhorn mbH (VLG) intends to gradually convert its bus fleet to electric mobility within the framework of the Clean Vehicles Procurement Act. To this end, electric buses and the charging infrastructure required for their operation are to be procured and integrated into the operational processes. The VLG plans to initially provide charging infrastructure for 11 vehicles by the year 2027. A charging and load management system is to be introduced for the central control and monitoring of charging processes, for limiting the network load, and for supporting operational vehicle dispatch and vehicle placement. The introduction of electric mobility creates additional requirements for the planning and control of vehicle use, charging processes, and available electrical power. Vehicle availability, battery charge state, energy demand, planned departure times, charging point occupancy, and available network capacity must be systematically combined and taken into account in the future. The initial expansion stage includes the charging infrastructure for 11 vehicles. The exact number and type of charging points, their technical properties, and the operational systems and data sources to be integrated will be described in the quantity structure, in the interface descriptions, and in the appendices to this specification. The increasing requirements due to the ongoing electrification of the bus fleet and the expansion of the charging infrastructure require a powerful charging, load, and energy management system. With the introduction of an LMS, the charging processes are to be controlled taking into account the boundary conditions from charging infrastructure, vehicle data, battery charge states, and range requirements. The LMS must control the charging processes so that the required charge states for the planned vehicle use are achieved in a timely manner. The charging infrastructure is to be integrated into the LMS so that the status of the charging units can be centrally monitored and controlled.
