The order includes the installation in 2026 and dismantling in 2027 of anti-snow screens in accordance with the Technical Specification and the Location of the installed anti-snow screens: Task I - road no. 747 Chodel – Konopnica (5,410 km) - road no. 830 Lublin – Nałęczów (3,000 km) - road no. 848 (formerly DK 19) section Wilkołaz (Zdrapy) - Modliborzyce (3,000 km) Total length on roads administered by OD Bełżyce – 11,410 km. Task II - road no. 834 Bełżyce – Stara Wieś (2,960 km) - road no. 835 Lublin – Biłgoraj (12,360 km) - road no. 836 Bychawa – Piaski (0,870 km) - road no. 848 (formerly DK 19) section Lublin – Wilkołaz (Zdrapy) (0,840 km) Total length on roads administered by OD Krzczonów – 17,030 km. Max. length of screen installation: - Task I (OD Bełżyce) – 11,410 km - Task II (OD Krzczonów) – 17,030 km. Min. order size for each task is 70%. 2. The contractor is obliged to ensure safe traffic conditions for both vehicular and pedestrian traffic in the area where the works covered by the contract are being carried out. 3. It is forbidden to stop vehicles on the road crown (carriageway together with the verge and bus bays) during the unloading and loading of anti-snow screens and stakes. 4. The contractor will independently and at its own cost provide all the necessary materials (including steel cable, stakes for anchors), transport means and equipment needed to carry out the order. 5. The contracting authority provides anti-snow screens made of synthetic material and wooden posts (for collection from the storage yards of OD: in Bełżyce – for Task No. I, in Krzczonów – for Task No. II). 6. All locations related to the collision of the location of anti-snow screens with underground infrastructure will be indicated by the staff of the Road Districts on site and marked in the documentation provided regarding the installation of anti-snow screens. 7. The contractor is liable for all damages caused by damage to underground infrastructure (telecommunications network, gas, etc.) during the execution of the subject works (special care should be taken at collision sites indicated by the contracting authority). 8. The remuneration for the contractor will be set as the product of the offered net unit price and the actual quantity of services performed. The contracting authority will pay the contractor the remuneration for the services actually performed according to the unit prices contained in the contract. 9. In the event of damage to the anti-snow net caused by weather conditions (e.g. due to strong wind), the contractor will immediately and at its own cost repair the subject damage. This does not apply to mechanical damage (e.g. vehicle impact). 10. After the winter season, the contractor is obliged to bring and unload the tightly rolled rolls of netting to the storage yard of the relevant Road District. 11. Pursuant to Art. 95(1) of the Public Procurement Law, the contracting authority requires the employment by the contractor or subcontractor, on the basis of an employment contract, of persons performing the functions of: mechanical auger operator, driver of transport equipment, and persons installing and removing anti-snow screens. 12. The contracting authority allows for the possibility of submitting partial offers. An offer can be submitted for one or both tasks. 13. Order execution deadline: a) The site will be handed over in the case of works related to the installation of anti-snow screens within 14 days from the date of signing the Contract. b) Deadline for installation of anti-snow screens – 4 weeks from the date of site handover. c) Deadline for removal of anti-snow screens – 4 weeks from the date of site handover, with the proviso that the site will be handed over no earlier than 01.03.2027 and no later than 01.04.2027. 14. Pursuant to Art. 13(1) and (2) of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation) (OJ EU L 119 of 04.05.2016, p. 1), hereinafter "GDPR", I inform that: - The controller of your personal data is the Director of ZDW in Lublin, ul. The contracting authority, pursuant to Art. 139(1) of the Public Procurement Law, will first carry out an examination and evaluation of offers, and then qualify the contractor whose offer was highest rated, in terms of the absence of grounds for exclusion and the fulfilment of the conditions for participation in the procedure. 16. The contracting authority, pursuant to Art. 455(1)(1) of the Public Procurement Law, provides for the possibility of making changes to the contract specified in detail in the contract draft. 17. The contracting authority does not require a performance bond. 18. The contracting authority does not require a guarantee of proper contract performance. 19. The contractor is bound by the offer until 29.12.2026. 20. The contracting authority considers that the contractor meets the condition: 1) experience of the contractor if the contractor: has performed in the period of the last 3 years before the expiry of the deadline for submitting offers, and if the period of conducting business is shorter – in this period, at least 1 service consisting of the installation and dismantling of anti-snow screens, the value of which was at least for task no. 1 - 30,000 zł gross, for task no. 2 – 40,000 zł gross, performed properly.
