Finland – Translation services – Valtioneuvoston ja oikeuskanslerinviraston monikielisiä käännöspalveluita koskeva puitejärjestely 2027-2029 (2030/2031)

The Office of the Council of State (VNK) is responsible for the joint administrative and service tasks of the Council of State and its ministries. The Office of the Council of State is responsible for the translation and language services of all ministries, both for national languages and other languages. In addition, the VNK is responsible for some of the translation and language services required by the Chancellor of Justice. The subject of the procurement is the multilingual translation services framework agreements concerning the Council of State and its ministries, which supplement the Council of State's framework agreements on Swedish and English translation services (VN/33137/2023). In addition, the subject of the procurement is the translation services required by the Chancellor of Justice (excluding the Chancellor of Justice's Swedish translation services). The translations may concern any matter related to the areas of responsibility of the ministries, see the Council of State's decree 262/2003, § 10–24, http://www.finlex.fi/fi/laki/ajantasa/2003/20030262. The Chancellor of Justice supervises the legality of the official acts of the Government and the ministries as well as the President of the Republic. He also supervises that the courts, authorities and officials as well as other public office holders comply with the law and fulfil their duties. In addition, the Chancellor of Justice has tasks related to the supervision of attorneys. The Chancellor of Justice operates in connection with the Council of State. The translation needs of the Office of the Chancellor of Justice concern area 2 and in particular English translations. Occasionally, there is also a need for translations in other languages, excluding Swedish translations. The procurement is divided into two areas: Area 1 KKV and TES translations (Finnish-Swedish) • responses of ministers to written questions from members of parliament (KKV) • collective agreements (TES) • two (2) providers will be selected Area 2 Other translations, several language pairs • reports and reviews and their summaries • website texts • PowerPoint presentations • three (3) providers will be selected The description of the service to be procured is presented in Annex 1 Service Description of the Invitation to Tender. The tenderer may offer to one or both areas. Based on the procurement, framework agreements with several providers will be established for both areas. The estimated value of the procurement is approximately 475 000 euros per year for both areas combined, and two-year fixed-term framework agreements will be made with the selected providers, with the possibility of using two option years (1+1). The contract period is estimated to start on 1.2.2027.
