Germany – IT services: consulting, software development, Internet and support – BSBG und BSVG - Nachfolge ERP- und HCM-System - Los 2: HCM-System

The Braunschweig Verkehrs-GmbH (BSVG) and the Braunschweig Beteiligungen GmbH (BSBG) are jointly tendering the procurement, introduction/implementation, and subsequent operation and application support of a modern ERP and HCM system. The background is the necessary replacement of the existing system landscape, which is currently based on SAP R/3 or ERP (ECC 6.0) and will reach its end-of-life by the end of 2027, and no longer meets the requirements for modern, integrated, and future-proof business processes in terms of functionality and technology. The contracting authorities aim to introduce a seamless, media-break-free, and audit-proof ERP system, including an electronic invoice workflow and a connected document management system (DMS) with audit-proof archiving, as well as an HCM system that supports the commercial, planning-related, project-related, and personnel management processes of both companies. The contracting authorities are pursuing a Greenfield approach. Historically grown structures and "data junk" from the legacy systems are not to be taken over. Only necessary master and transaction data will be migrated. The software to be procured should be future-proof and usable in the long term. The offered solutions can be provided either as Public Cloud or as Private Cloud. With regard to pricing, the operation of the software with necessary releases should provide planning security and be scalable. Particular attention will be paid to user-friendliness, and the handling of the software should require only little IT knowledge. Since the contracting authorities have completely outsourced their internal IT infrastructure to an external IT service provider, the contractor must assume full responsibility for regular operation, support, and continuous application support. The award of the new system will be made in two lots (ERP incl. invoice workflow/DMS vs. HCM). The aim of this structure is to enable both integrated and specialized solution offerings and to take into account the different market conditions in the field of ERP and HCM systems. The lot structure forms an essential basis for the technical target architecture as well as for the later system integration. The cloud overall solution is to be made operationally available by 01.01.2028.
