Complete renovation of Rathaus Yorckstraße 4-11 in 10965 Berlin Project management

The buildings and outdoor areas of the property at Yorckstraße 4-11 are to be completely renovated during ongoing operations, and the modernization of the building fabric is to be implemented in accordance with current standards for a modern administrative building with public usage components. The following key topics, among others, are to be considered during the implementation of the construction project and, in particular, taken into account in the management performance: space efficiency, safety, accessibility, stability, preventive fire protection, energy renovation, hazardous material renovation, outdoor areas, digitalisation, logistics planning of the renovation measures during operations and the cost-effectiveness of the construction project. The tender documents include, inter alia, a detailed task description with the file YORCK4-11-Aufgabenstellung-Projektsteuerung.pdf. The following cost framework was grossly determined for the scenario S₁ defined in the requirements programme (BP) according to DIN 276: KG 300: 66,063,899 €; KG 400: 14,514,940 €; KG 600: 255,186 €; KG 700: 24,242,975 €; total gross cost framework (KG 300, 400, 600 and 700): 105,077,000 €. Cost groups not listed were not recorded in the cost framework of the scenario S₁ defined in the BP and will be updated with a revision of the BP. The costs include a risk of 20% (according to BKI 1Q 2024) and are structured according to DIN 276-1:2018-12. It is planned to commission the project management services in the following stages with the listed performance sections (LA): Stage 1: LA 1 Basic determination; Stage 2: LA 2 Preliminary planning; Stage 3: LA 3 Design planning and LA 4 Permit planning; Stage 4: LA 5a Execution planning (partially); Stage per construction section: LA 5b Execution planning (rest) to LA 9 Object care. The basis for the commissioning is the enclosed contract template, among other things, with the attachment to §§ 5 and 6 and attachment to § 8 No. 8.2.2 of the contract. Further contractual components are, inter alia, the General Contractual Terms and Conditions (AVB). The procedural processes according to ABau are to be observed. The commissioning takes place in performance sections. The client commissions the contractor, upon conclusion of the contract, to provide the performance sections 1 and 2 according to § 6 in conjunction with the attachment to §§ 5 and 6. The client may, in one or more further performance calls, instruct the contractor in writing to provide the further services – which have not yet been commissioned – described in § 6 and the attachment to §§ 5 and 6, in whole or in part. The following special services are to be offered as optional services: 1. OE – Public relations; 2. INFRA - Coordination with the Dragonerareal; 3. Provision of a project communication system (PKS) for those involved in the planning after consultation with the client; 4. Control of the final preparation of the requirements programme. There is no entitlement to the commissioning of the optional services. The client intends to agree on a lump-sum remuneration according to the bidder's fee offer. With the agreed lump-sum fee, all services of the contractor transferred according to or in connection with the contract for the respective project stage, including any necessary revisions of already completed documents in the event of unchanged or only insignificantly changed requirements, as well as including all completions and optimisations, are settled. The following dates are planned, see also framework schedule and task description in the tender documents: Revision BP: Q3/2026 to Q1/2027; Start of planning (LP3): Q4/2028 to Q2/2029; Preparation BPU - Permit planning (LP4): Q2/2029 to Q3/2029; Preparation (LP5 to LP7) until Q2/2030; Start of construction 1st construction section: Q1/2031; Completion of last construction section: Q3/2039; Handing over of the object: Q3/2039; Monitoring: Q3/2039 to Q3/2041. The framework schedule was created with extensive safeguards for releases and relocations and applies to both implementation variants. The planning and execution dates will be adjusted to the temporally offset construction sections with the revision of the requirements planning. Regulation in the event of failure of the contractor due to termination for good cause, mutual termination of the contract or insolvency by the client according to § 132 para. 2 no. 4 a) in conjunction with § 132 para. 2 no. 1 GWB: In the event that the contractor fails to provide the full service before completion due to termination for good cause, mutual termination of the contract or insolvency, the client is entitled, pursuant to § 132 para. 2 no. 4 a) GWB, to offer the remaining service to the other suitable bidders in the order of the result of the evaluation of the bids in this tendering procedure, starting with the runner-up.
