COSMOS: Combined Offshore Maintenance and Operation Services

The scope of the tender includes information on "Maintenance of process engineering systems at DC grid installations of TenneT TSO GmbH". Within the framework agreement, the contractor must carry out recurring and non-recurring maintenance and ensure the technical operational readiness, safety, and compliance. This concerns the following lots: Lot 1 - HVA/C Lot 2 - Refrigeration Technology Lot 3 - Pumps Lot 4 - Elevators Lot 5 - Diesel Generators & Compressors Lot 6 - Wastewater Plant Lot 7 - Antifouling Lot 8 - Crane Systems & Lifting Equipment Lot 9 - Rescue Equipment Lot 10 - Onshore Building Technology

Contract duration: 01.03.2028 - 28.02.2032 with two extension options of 24 months each

Evaluation criteria:

- Price: 50%

- Commercial contract clauses (contract penalties): 10%

- Concept for service delivery: 40% (75% capacity/technical solution & 25% HSE)

To protect the confidentiality of the contracting authority's information in the tender documents, a confidentiality agreement must be concluded. Bidders are allowed to submit signed NDAs to the contracting authority at any time during the application process. After a successful plausibility check, the contracting authority will grant the bidder access to the tender documents. From this, the bidder cannot yet infer that the contracting authority certifies the bidder's suitability for further participation in the tendering procedure. In this regard, the contracting authority will send separate invitations to submit offers to the bidders admitted to the tendering procedure after the application deadline has expired. The application must be submitted in good time, no later than the application deadline of 17.09.2026 at 12:00 PM, CET via the e-procurement platform Mercell. Individual deadline extensions will not be granted.

Notes on the submission of applications: Submission of the application by post, by e-mail or by fax is not permitted. A breach of this requirement may result in the application being excluded. Information or documents that are not in the German language must be accompanied by a certified translation. The contracting authority considers signatures for the competition in digital form (e-signature or scan) and without a stamp or in text form under § 126 b BGB to be sufficient.
