The objective of the tender procedure is to establish a dynamic purchasing system (DBR) for the procurement of network maintenance materials for ALFÖLDVÍZ Regionális Víziközmű-szolgáltató Zártkörűen Működő Részvénytársaság (ALFÖLDVÍZ Zrt.), which is owned by Nemzeti Vízművek Zrt., in section 13 (category). The Invitation to Tender draws the attention of the Respected Economic Operators to the fact that, due to the work process, the variety of tasks, the different professional methods, and the unforeseeable tasks at the water supply company owned by Nemzeti Vízművek Zrt., the procurement needs cannot be planned in advance and cannot be fully measured, as their subject and quantity are determined and become known with the emergence of the actual needs. Taking into account all these factors, the Invitation to Tender informs the Respected Economic Operators that the subject of the procedure, typically but not exclusively, is the network maintenance material groups and network maintenance materials listed in this invitation and the general technical description, and that it intends to determine the quantitative determination of the various parts/categories by referring to their framework amount. The Invitation to Tender records that the estimated quantitative value of the network maintenance materials to be procured, in total, in all parts, is: net 2 530 000 000,- HUF (framework amount), which framework amount is equal to the maximum total value of the contracts resulting from the public procurement procedures to be carried out in the second phase. The Invitation to Tender intends to procure the network maintenance materials for investment, reconstruction, and planned maintenance tasks, as well as for the elimination of breakdowns. As a result of the tendering phases, the Invitation to Tender may conclude a purchase agreement, framework agreement, or framework arrangement, with the establishment of a consignment warehouse and/or a simple warehouse. In addition, AK informs those applying to participate that, in the given AT phases, the source of the cover in the given, concrete tendering phase may be state funding, own resources, and credit. With regard to the above, AK is entitled to carry out conditional public procurement procedures during the tendering phase of the dynamic purchasing system (DBR) within the framework of the individual public procurement procedures announced in the tendering phase. A conditional procurement is considered if the implementation of the procurement or some of its parts depends on the occurrence of a certain future condition (e.g. conclusion of a support contract, securing of budget funds, success of the licensing procedure, etc.). The detailed conditions for the conditional procurement, the start date of the performance deadline, and the method of proving the occurrence of the condition will be included in the individual tendering invitations. Economic operators applying to participate in the DBR acknowledge that, in the course of the conditional public procurement procedures, the Invitation to Tender may apply the provisions of Kbt. 135. § (12) regarding the entry into force of the contract. As a result of this participation phase, AK intends to establish the DBR for 48 months per category (per part). Applicants may submit a participation application for each part. The Invitation to Tender does not limit the number of participation applications that can be submitted. AK, in accordance with the provisions of Kbt. 106. § (1), the specific public procurement rules for the public procurement of public service providers 307/2015. (X. 27.) Korm. decree, and the detailed rules for electronic public procurement 424/2017. (XII. 19.) Korm. decree (hereinafter: EKR), will proceed with the use of the Electronic Public Procurement System (hereinafter: EKR). The Invitation to Tender will determine the delivery deadline in the individual tendering invitations in the second, tendering phase of the procedure in all categories.
