Poland – Snow-clearing services – Zimowe utrzymanie dróg gminnych na terenie Gminy Stary Sącz w okresie zimy 2026/2027

The subject of the contract is the service of winter road maintenance on the territory of the Stary Sącz municipality during the winter season 2026/2027, and the cleaning of the road surface along the entire length of the road and accompanying facilities (bus bays, sidewalks, parking lots, cycle paths) after the completion of works related to winter road maintenance. 2. Approximately 164 km of roads are planned for winter maintenance, in 11 designated circuits. The list of roads qualified for winter maintenance and the minimum required snow removal standards in each circuit are indicated in Annex No. 1 to the SWZ. 3. The description of the condition of road maintenance for the adopted standards is specified in Annex No. 2 to the SWZ. 4. The method of providing the service, the activities that will be performed within the provided service, is specified in the technical specification for winter road maintenance (ZUD) - Annex No. 3 to the SWZ. 5. The contractor will provide the service in accordance with the declared standard of road maintenance, using their own equipment. The services will be provided in cases of weather phenomena – snowfall, the occurrence of slipperiness, i.e. the occurrence of weather phenomena qualifying the use of equipment for snow removal, anti-icing. 6. Additionally, as part of the subject of the contract, the Purchaser will be entitled to instruct the contractor to carry out individual tasks. Such a task will specify: the scope of activities to be performed and the list of roads on which the contractor is to carry them out. The contractor will be obliged to start the implementation of the individual task within a timeframe no longer than the response time declared in the offer. The roads indicated in the individual task will not exceed the scope specified in the list of roads for the circuit in which the contractor will provide services covered by the contract based on the concluded agreement. 7. As part of the subject of the contract, the contractor will provide anti-icing material to eliminate slipperiness on roads. 8. The Purchaser envisages the possibility of awarding contracts, as referred to in Article 214(1)(7) of the Public Procurement Law, involving the repetition of services covered by winter road maintenance within the scope indicated in the SWZ. These contracts may be awarded during the period of the main contract for the given part of the contract. The total value of the contracts referred to in the first sentence will not exceed 840,000 zł net, with the value of the contracts awarded for a given part (circuit) not exceeding 50% of the value of the main contract concluded for that circuit. The contracts referred to above will be awarded under the following conditions: a. The contractor is not subject to exclusion on the basis of the grounds indicated in point VI of the SWZ at the time of awarding the contract. b. The service will be provided on the terms specified in the main contract.
