This documentation represents the requirements of the Contracting Entity regarding the procurement of Consultancy and Works Supervision Services related to the investment objective: "Improving the economic efficiency and railway safety by increasing the level of centralisation of railway signalling installations" – 2 lots

Lot 8: CF Stations: Lot 3 – Cluj Regional Branch

Within the contracts, consultancy and works supervision services related to the implementation of the 2 investment objectives will be carried out. The supervisor will provide the services in accordance with the requirements of the terms of reference, complying with the legislation and technical regulations in force and based on the application of relevant methodologies, based on the best national and international practices in the field of transport, respectively railways. The works related to the 2 investment objectives aim to improve circulation conditions, increase economic efficiency and railway safety in the railway stations within the Cluj, Timișoara and Brașov Regional Branches, by increasing the level of centralisation of railway signalling installations.

SUSPENSIVE CLAUSE: The award procedure is conducted under the suspensive clause, in the sense that the signing of the sectoral services contract will only take place after ensuring the source of financing and the approval of the signing of the contract by the Board of Directors of CNCF CFR SA. Additional information can be found in section VI.3 Additional Information. Any interested economic operator has the right to request clarifications/additional information regarding the award documentation up to the 22nd day before the deadline set for the submission of tenders. In accordance with art. 172 para. (2) and art. 173 para. (1) of Law no. 99/2016, the contracting entity will respond clearly, completely and unambiguously to all requests for clarification/additional information by the 12th day before the deadline for tender submission. In accordance with the provisions of art. 29 para. (3) of H.G. no. 394/2016, the contracting entity will only respond to requests for clarification submitted by economic operators up to the previously set deadline. Any request for clarification must be submitted in SEAP, and the consolidated response to the requests for clarification, provided by the contracting entity, will be made through SEAP.
