Description

Pääkaupunkiseudun Kaupunkiliikenne Oy ("KLOY" or "the Contracting Authority") is organising a tender competition on behalf of the Helsinki City Transport Authority ("HKL" or "the Contracting Authority") for the implementation of the Sörnäisten metro station renovation project, in accordance with this procurement notice and its annexes. The Sörnäisten metro station is located in a dense urban structure and a significant transport hub in Helsinki's Alppiharju, and it was completed in 1984. The metro station is a cavern station located under Vaasanpuistikko, Helsinginkatu and Torkkelinmäki, serving one of the most densely populated urban areas in Finland. The station's customer facilities include the platform level, ticket hall with commercial spaces, and ground-level entrances. In 2025, the daily number of users was 33,700, making it the third busiest station in the metro network. The project is scheduled to be implemented simultaneously with the renewal of the Junatien metro bridge, which will interrupt metro traffic between Kalasatama and Sörnäisten for approximately seven (7) months. In connection with the renovation of fire safety and platform level building technology at Sörnäisten, the level crossing devices leading to the platform level will also be renewed as a separate project. The project will install corresponding smoke extraction structures and smoke shut-off doors on the platform level, which were implemented at Rautatientori metro station in 2024. Additionally, the platform area's building technology and VSS equipment will be renewed and improved, along with the platform level lighting and overall appearance. The contract will be implemented as a collaborative project management contract with a target budget. This is a collaborative implementation method where the implementation of the collaboration is supported by the used contract structure and the associated business model. Information and documents related to the participation phase must be prepared and submitted via the Tarjouspalvelu.fi service. The participation application must contain all the requested information and documents. All documents attached to the participation application must be submitted to the Contracting Authority via the Tarjouspalvelu.fi service. Tender documents: Some of the annexes to the competition are classified as confidential due to the project being critical infrastructure. Those annexes that are confidential can be made available to the company that has submitted the participation application after submitting a signed confidentiality agreement (Annex 4.1). The confidentiality agreement is submitted to the Contracting Authority along with the participation application. After submitting the signed confidentiality agreement, the remaining annexes will be sent to the company via an email link from the NiiniPlus project bank. The same documents will serve as annexes for the tender phase. See Annex 2 Tender Documents for more details.
