The subject of the contract to be awarded here are planning and construction services (turnkey services) based on a functional performance description. The content of the advertised service is the new construction of the Kirchhatten Primary School. The subject of the project is the planning and construction of a new building for the Kirchhatten Primary School on the site designated for this purpose (future Schulstraße 9a, Kirchhatten). The contracting authority of the project is the municipality of Hatten. After intensive preliminary consultation, the council of the municipality of Hatten decided in its meeting on 13.10.2022 to rebuild the Kirchhatten Primary School. The background to this decision is the structural and functional condition of the existing school, which only partially meets the current requirements for a modern and full-day suitable primary school operation. In particular, with regard to the full-day operation required in the future, there is a need for adaptation, which is to be addressed with the new construction. The background is the gradually introduced legal entitlement to full-day care for children of primary school age, which is regulated by federal law and is implemented in Lower Saxony by full-day primary schools. This results in increased requirements for the school operator in terms of space, quality of stay, and the organisation of education, care and catering. The measure includes the new construction (incl. fixed furniture according to equipment lists) on the former sports field adjacent to the existing building, the necessary development, the design of the playground and the relocation of furniture from the existing building to the new building. Measures on the existing buildings are not included. The new school building comprises a programme area of approx. 1,750 m² according to the room programme of Phase 0. In addition, there are ancillary areas with an estimate of up to 39% of the programme area and construction base areas with an estimate of approx. 15% of the programme and ancillary areas. The new building is planned as a complete replacement new building and is to contain modern classrooms, special rooms, administrative areas and community areas with dining area and kitchen. The utilisation spectrum defined in the room programme includes, in particular, areas for general teaching and special teaching, including art, music and theatre, crafts and experimentation, each with associated collection and ancillary areas. In addition, functional and community areas for full-day operation as well as teaching and administrative areas are provided. As part of the orientation as a full-day suitable primary school, a dining area with canteen operation is also part of the room programme; the kitchen will be pre-equipped by the contractor for the later installation of a heating or mixing kitchen. The school building also includes a break and multi-purpose hall, which is to be used for both regular school operations and by the contracting authority or publicly in extracurricular operations. The school new building is to create pedagogically valuable, flexible spaces for the school community. An architecturally appealing building is expected, which integrates into the surroundings of the location. The main entrance of the new school building is to be arranged in the direction of the Schulstraße. The auditorium must also be accessible separately from the outside and be separable from the internal school uses in the interior without restricting the escape and rescue routes. The site designated for the school new building is located to the north-east in the immediate vicinity of the existing Kirchhatten Primary School and has a total area of around 14,000 m² (planning area of the land use plan 8a for public use sport/school). At least 2,200 m² must be designed as usable playground area. The location of the site requires an appropriate consideration of the adjacent uses and a compatible integration of the school new building and the outdoor facilities into the existing environment. The outdoor facilities include, among other things, the schoolyard with green and activity areas, car and bicycle parking spaces and all operationally relevant access roads, bypasses and parking areas including sporting uses. For the implementation, funding from the State of Lower Saxony for full-day care is being sought. The existing school can continue to be operated throughout the construction period. The creation of alternative or interim areas is not required. When planning the construction site logistics, it must be ensured that the school operation is not restricted; particularly quiet machines and equipment must be used. The task of the contractor is the planning and construction of a school building that meets the requirements, including the associated outdoor facilities, on the basis of the functional performance description. The contractor is assigned responsibilities and risks for planning and execution; he serves the contracting authority as a central point of contact. In addition to the planning and construction services, the scope of services includes the coordination and implementation of a major move as well as maintenance and maintenance services for a period of four years. For the timely implementation, binding milestones up to the handover of the building including the major move by 03.08.2028 and the completion of the outdoor facilities by no later than 30.08.2028 must be observed.
