Description

The subject of the contract is the provision of a security service for the protection of the area, facilities, and property at the Military Institute of Armament Technology and at selected facilities of the Central Military Metrology Centre, within the scope of:

1) Permanent protection of the area, facilities, and property of the Military Institute of Armament Technology (hereinafter referred to as WITU) at the main complex in Zielonka (Mazowieckie Province), OBD WITU in Stalowa Wola (Podkarpackie Province), and Drawsko Pomorskie (West Pomeranian Province), as well as selected facilities of the Central Military Metrology Centre (hereinafter referred to as CWOM) in Zielonka; 2) Ad hoc protection of the area, facilities, and property of WITU and convoys of property (including, in particular, armaments, ammunition, explosive materials, or other hazardous materials) at all WITU facilities and indicated facilities within the territory of the Republic of Poland, as well as convoys of confidential materials with a clause of "Secret" from/to the WITU facility in Zielonka and indicated facilities within the territory of the Republic of Poland, at the request of the Contracting Authority, and additionally the use of the Contractor's vehicles for the transport of employees of the Special Armed Security Formation (SUFO); 3) Handing over to the Police or Military Gendarmerie persons apprehended during the performance of protective tasks; 4) Cooperation with the Military Gendarmerie and Police, in accordance with separate regulations; 5) Performance of other tasks specified for the SUFO in the WITU Protection Plan, WITU Confidential Information Protection Plan, and WITU Fire Protection Plan. 6) Protection, on the basis of protection plans available to the Contracting Authority, of the area, facilities, and property of WITU and CWOM following the declaration of mobilisation, the introduction of a state of war, or during a war. 7) Daily maintenance, at all facilities subject to protection, of the technical systems supporting physical protection, including the Television Surveillance System (TSN), Intrusion and Attack Alarm System (SSWIN), Access Control System (SKD), and Fire Alarm System (SSP) installed, operated, and maintained by the Contracting Authority. 8) Handing over to the Police, Military Gendarmerie, or other authorised bodies persons apprehended during the performance of protective tasks. 9) Performance of protective actions provided for in the Contracting Authority's "Plan for the Protection of Confidential Information", in the part concerning procedures for handling confidential materials with a "Secret" clause in the event of the introduction of a state of emergency.

2. Detailed tasks and the manner of operation of the SUFO will be specified in the "Instruction for the Protection by the SUFO of WITU and CWOM Facilities".

3. Requirements and a detailed description of the subject of the contract, including the scope of rights and obligations related to the implementation of the contract, as well as the manner of documenting employment under a contract of employment, the Contracting Authority's powers in the scope of control of compliance with this requirement, have been specified in: 1) Technical Requirements for the Provision of the Service in the Scope of Protection of the Area, Facilities, and Property at the Military Institute of Armament Technology and at Selected Facilities of the Central Military Metrology Centre, 2) Draft Contract Clauses.

4. The Specification of Contract Conditions together with the remaining contract documents, the Contracting Authority will provide to the Invited Tenderers who meet the conditions specified in the notice. Subcontracting: The Contracting Authority does not consent to the assignment to subcontractors of the implementation of key parts of the service, i.e.: 1) permanent and ad hoc protection of the area, facilities, and property of WITU and CWOM; 2) escorting WITU property; 3) escorting confidential materials with a clause of "Secret"; 4) use of the Contractor's vehicles for the transport of SUFO employees. The Contracting Authority reserves the obligation to personally perform key parts of the contract, i.e. to perform key parts of the service through its own employees. The above is conditioned by the specificity of the contract, which requires the direct involvement of the contractor.
