The Police hire temporary staff via the Inhuurdesk Politie and aim to engage a diversity of suppliers, regardless of organisational form. The Inhuurdesk Politie is published as a dynamic purchasing system under the Public Procurement Act 2012. From 18 April 2016, this is subject to the Directive on the award of public contracts (2014/24), and the Inhuurdesk will fall under the regime of that directive. This category concerns the temporary hire of Communication personnel. To be eligible for future contracts, suppliers can submit an Application for Admission for this category. This is possible on the website www.inhuurdeskpolitie.nl. 'Communication connects the Police with society, increases public engagement and directly contributes to increasing (subjective) security and the detection of crimes.’ The communication column supports the organisation from three departments: the Communication Directorate, the Communication Service of the Police Service Centre (PDC) and the Communication departments within the units. The Communication Directorate consists of the Media and Publicity and Advice and Editing departments. Internally, it focuses on the positioning, identity and brand of the Police. To this end, the directorate supports, among other things, processes in the field of desired culture, behaviour and leadership. Within the directorate, the national spokespeople handle media contacts on national topics and the management of the Police. In addition, the directorate focuses on the reputation of the Police, relations with stakeholders, the primary process and cooperation between the Police and citizens. Finally, the activities at the Communication Directorate that have national impact are located. The Communication Service PDC has three departments: Account and Advice, Innovation and Research and Corpsmedia. The Communication Service provides communication advice on national topics and handles the production of the communication media that result from this. For the communication departments of the unit, it collects and discloses best practices. The communication service also acts as the communication department for the business management services of the Police Service Centre. The service initiates innovation and professional development and facilitates training and coaching for all communication professionals within the Police. Furthermore, it provides the national editorial function for the intranet, politie.nl, the staff magazine, investigative communication and the social media accounts of the Police. The Communication departments in the units support their unit management and are responsible for the communication tasks that take place close to the operation. Thus, the units take on the spokesperson role in local incidents and advise the neighbourhood teams on communication regarding local safety issues. They work within the frameworks and policies set by the directorate. The communication departments in the units have two teams: Media & Publicity and Advice & Editing. For the Communication category, the Police are regularly looking for professionals, such as: • Junior communication advisors • Mid-level communication advisors • Senior communication advisors • Copywriters • Editors • Spokespeople. In 2018 and 2019, an average of 20 tenders per year were issued for the Communication category. The Police intend to use the Category for a period of 5 years, starting from 21 March 2020, with an option to extend for 2 times 12 months.
