Poland – Construction work for buildings relating to law and order – Budowa nowej siedziby Komendy Miejskiej Policji w Elblągu wraz z obiektami towarzyszącymi, ul. Lotnicza, Elbląg (obręb 23, działka ewidencyjna 38/35).

The subject of the contract are construction works consisting of the construction of buildings within the Investment "Construction of the new headquarters of the Municipal Police Command in Elbląg with accompanying buildings, ul. Lotnicza, Elbląg, plot no. 38/35, parcel no. 23", as well as the handover of the buildings together with the necessary equipment to obtain a decision on the permit for use. The contract includes the construction on the plot no. 38/35, parcel no. 23 of a set of buildings with internal and external installations, connections, land development, small architecture elements, entrances from ul. Lotnicza and partial equipment of the rooms within the scope and on the terms specified in the Specification of the Contract Terms together with the annexes, including in particular in the OPZ, Design Documentation, Technical Specifications for the Performance and Acceptance of Construction Works, the subject of the works, as well as within the framework of the agreements of the Author's Supervision and the Investor's Supervision. As part of the contract, the Contractor will be obliged to obtain and transfer to the Contracting Authority the final decision on the permit for the use of all the buildings. The scope of the contract includes, among others: 1) taking over the plot no. 38/35, parcel no. 23, organizing the construction site together with the organization of the office-social background, its maintenance and liquidation; 2) carrying out preparatory works, all construction works together with the construction of connections and the reconstruction of networks, carrying out greenery plantings; 3) obtaining by own means and at own cost all the consents, decisions, permits, permits and agreements necessary for the implementation of the entire subject of the contract, with the exception of consents, decisions, agreements, supply contracts for media obtained or planned to be obtained or signed by the Contracting Authority in accordance with the Description of the Contract Subject I Project of the Agreement, constituting Annexes to the SWZ; 4) carrying out all the tests, examinations, tests and commissioning required by law or design documentation (including by the authorized service of the producer of the system or device) for all built-in devices and systems, confirming the expected quality and functionality of the completed works and built-in devices; 5) obtaining for the materials required by the design documentation approvals for their individual use in construction and approvals of samples; 6) transferring to the Contracting Authority the copyrights and licenses to all works created for the purpose of implementing the contract; 7) conducting training for the personnel indicated by the Contracting Authority for the operation of the building, built-in systems and devices before declaring readiness for final acceptance; 8) providing quality assurance services and maintenance services during their validity; 9) carrying out maintenance of greenery during the warranty and guarantee period; 10) carrying out the works of the executor, including post-construction documentation and workshop drawings; 11) carrying out the Platform EOD and providing a license for its use for the Contracting Authority. 12) carrying out geological surveys and maintaining continuous geological and geodetic supervision. The subject of the contract should be carried out as a complete one from the point of view of the purpose it is to serve, i.e. within the scope enabling the obtaining of a decision on the permit for its use. 2. The detailed description of the subject of the contract and the requirements of the Contracting Authority in the scope of its implementation and acceptance are specified by: 1) the Description of the Subject of the Contract, design documentation entitled "Construction of the new headquarters of the Municipal Police Command in Elbląg with accompanying buildings, ul. Lotnicza, Elbląg, plot no. 38/35, parcel no. 23" and documentation for the construction of connections and the reconstruction of networks, together with administrative decisions, consents, permits, permits, agreements and notifications of works not requiring a building permit, constituting together with STWiORB - Annex 1 to the SWZ, 2) the Contract Project with Annexes - Annex 3 to the SWZ. 3. The Contracting Authority informs that the submission of an offer must be preceded by the completion of a documented local inspection at the site of the contract implementation in Elbląg at ul. Lotnicza (after prior agreement with the authorized officers and employees of the Investment and Repair Department of the Municipal Police Command in Olsztyn at ul. Pstrowskiego 3, phones: 47 731 4458, 47 731 4441, 47 731 4440) and checking on site the conditions for the implementation of the contract. A protocol will be prepared from the local inspection according to the template constituting an annex to the SWZ. If the Contractor does not participate in the local inspection in a manner documented by the Contracting Authority, their offer will be rejected in the procedure if they submit it.
