The City of Ylivieska's municipal technical services invites tenders for the snow ploughing and removal, as well as anti-icing, of streets and other public areas in accordance with the tender documents. Winter maintenance includes the ploughing of snow and removal of slush from roads, light traffic routes, public areas and the city's properties, as well as anti-icing and the removal of snow as necessary. The winter maintenance areas to be tendered have been divided into sub-contracts according to the map material in the appendix. There are a total of seven (7) sub-areas. The numbering/naming of the sub-areas deviates from the numerical order for the best marking method according to the purchasing unit. In addition to the above, the removal of snow has been separated as a separate sub-contract. The tenderer may submit a tender for one or more sub-areas. Partial tenders in sub-areas are not possible, i.e. the tenderer must tender both (ploughing and anti-icing) for the sub-area they are tendering for. Sub-contracting area 10 differs from the other winter maintenance sub-areas in that the contractor winning the tender for the area will also be chosen as the main contractor for the entire winter maintenance. The tasks and pricing of the main contractor are described in more detail in the section "Additional information relating to the procurement or part thereof". The streets, light traffic routes, public areas and properties to be maintained for the winter may change during the contract period. The contract period is one winter maintenance season (winter 2026-2027) + possible option winter maintenance seasons (winter 2027-2028) + (winter 2028-2029). The estimated start date of the contract is the beginning of winter 2026. The purchasing unit may offer the tender-winning contractors, at the hourly rates they have tendered, also separately ordered winter maintenance tasks outside the contract area. The purchasing unit reserves the right to carry out hourly work also with contractors who are not selected as contractors in the tender.
