The procurement includes: The introduction and operation of IT support for:

- the handling of land allocation.

- the application and handling of excavation permits.

- the application and handling of traffic management plans on public land.

- the handling and field inspection of supervisory matters.

Licensing of the system support for a specified number of the Traffic Office's handlers, for other system users within the city, and for an unlimited number of external stakeholders (permit applicants). Within the scope of the introduction, the Supplier shall be responsible for:

- project management.

- migration of information from two existing system supports (land allocation, excavation permits, and traffic management plans).

- installation and configuration of the technical system environment (SaaS solution).

- establishment of specified integrations with the Traffic Office's system supports, such as the financial system and geodata services.

- configuration and other adaptation of the system support to support the Traffic Office's business processes within the service area.

- verification of information security requirements and other support in acceptance tests.

- basic training of users and system administrators.

- commissioning and handover to the administrative organisation.

During the operation and administration phase, the Supplier shall be responsible for:

- operation and maintenance in accordance with the SLA, specified information security requirements, and other non-functional requirements.

- reporting and participation in administrative cooperation in accordance with the cooperation handbook.

- continuous adaptation of the system support based on changed environmental and legal requirements.

- further development, integrations, or adaptations of the system support by agreement with the Contracting Authority.

The system support includes interfaces for the Contracting Authority's staff for handling cases, including some report generation, for external target groups for permit applications, and for system configuration. For more details, see other attachments in the request.
