Moldova – Architectural and related services – DESIGN SERVICES "CONSTRUCTION OF THE BALTI REGIONAL HOSPITAL"

The Ministry of Health (MoH) on the basis of the loan agreement ratified between the Republic of Moldova and the Council of Europe Development Bank (CEB) aims to build a new Regional Hospital in Balti as part of the Medical Reform. Aim of the project: Modernization of the health system and improvement of the quality of health services provided to the population, improvements in effectiveness and outcomes; reductions in avoidable infant morbidity and mortality. The realization of the project will contribute to the socio-economic development of the country through the development of a modern hospital infrastructure, the provision of quality, efficient services, the assurance and continuous improvement of public health management, which meet European requirements and standards. The subject of this public procurement procedure is the procurement of consultancy services for the preparation of the following deliverables: • Feasibility Study; • Environmental and Social Impact Assessment (ESIA); • Project Design Documentation (RIBA Stages 2 and 3); • Technical and procurement documentation required for the initiation of the public procurement procedure for the Design and Build contract. The purpose of these services is to provide the technical, economic, functional, and operational basis for the public investment in the development of a tertiary-level regional hospital infrastructure in the Municipality of Bălți, in accordance with the national healthcare policies of the Republic of Moldova, relevant national strategic documents, the provisions of the Framework Loan Agreement concluded between the Republic of Moldova and the Council of Europe Development Bank (CEB), and internationally recognized best practices applicable to healthcare infrastructure projects financed by international financial institutions. The selected Consultant shall prepare integrated, comprehensive, and evidence-based documentation enabling the Contracting Authority to make an informed investment decision regarding the optimal configuration of the project, including the preferred hospital infrastructure development model, functional capacity, implementation phasing, investment sustainability, and delivery mechanism. All documents prepared under the Contract shall be fully coordinated and integrated into a single, coherent package, forming the technical, economic, and contractual basis for the implementation of the investment project through the procurement approach selected by the Contracting Authority. All documentation shall be prepared in accordance with the legislation of the Republic of Moldova, the applicable technical regulations and standards, the requirements of the international financial institutions financing the project, and European and international best practices applicable to the design of modern hospital infrastructure.
