The technical scope of the present framework agreement consists of industrial-type means developed and used to meet specific equipment testing needs. The specific test benches for rolling, drop, rotational drive and generator sets require industrial maintenance (preventive, corrective and evolutionary) and modernizations, in line with the users' load plans. The procedure aims to award a framework agreement for preventive, corrective maintenance and possible modernizations of these test means and their associated equipment, including control systems (notably PLCs, drives, regulators) and supervision stations at the sites of Balma, Fonsorbes and Blagnac. The services for keeping the regulatory compliance are part of the scope of this framework agreement. These test means, which are the subject of the framework agreement, require, for their operation, the implementation of various energies such as compressed air (LP at 7 bars and MP at 50 bars), hydraulics (P > 200 bars), low voltage electricity (<1000 V). These test means may also require work at height. For the purposes of reactivity, the execution of the present framework agreement will require, for the payment of the purchase orders for the services identified in the price schedule, the implementation by the contractor of an electronic catalogue with level 3 purchase card ordering. Payment by purchase card will be implemented under the conditions of Article R.2392-13 of the CCP. Support will be provided by the administration for the implementation of the purchase card with the selected candidates. ----It is specified that the deadline for the submission of tenders is 21/05/2026 at 12:00 (Paris time). Those listed in section 5.1.12 are in UTC format. ----This is a defence or security contract. ----The maximum amount of the framework agreement is 4,500,000 euros excluding tax over six years. ----The amounts indicated in sections 2 and 5 below are excluding tax. ----This is a single award framework agreement with purchase orders and subsequent contracts. ----The validity period of the framework agreement is 6 years. ----Candidates must indicate whether they are applying individually or as a group. It is forbidden for candidates to submit several offers for the framework agreement by acting at the same time: 1) as individual candidates and as members of one or more groups; 2) as members of several groups. The composition of the groups may not be changed between the application and the submission of the offer. Furthermore, the provisions of Articles R2142-23 and R2342-14 of the CCP apply. ----The provision of all the elements/documents listed in sections 2.1.6, 5.1.9, 5.1.12 is essential, on pain of rejection of the economic operator's application. ----Documents submitted in support of applications in a language other than French must be accompanied by a translation into French. Only the French version is authentic. ----In accordance with Article R2342-7 of the Public Procurement Code, this procedure is not open to economic operators from third countries to the European Union or the European Economic Area.
