Description
With this notice, the HUS Group establishes a dynamic purchasing system (hereinafter DPS) for the procurement of various rehabilitation aids, supplies, and equipment used in primary healthcare and specialist healthcare. The products to be procured are defined in more detail in each internal tender within the dynamic purchasing system. Initially, the products to be tendered in the internal tenders of this dynamic purchasing system do not include aids and equipment procured through the Apuvälinekeskusten via a payment agreement. We invite applications to participate in the "Rehabilitation Aids and Equipment and Rehabilitation Equipment 2026-2031" dynamic purchasing system (hereinafter also DPS). The system will procure various aids for care work, rehabilitation, and daily living, as well as equipment used in patient rehabilitation for both primary healthcare and specialist healthcare. The procurement target includes, among other things, the following products/product groups: • Kitchen and gripping aids • WC and hygiene aids + protective equipment • Transfer ergonomics and positioning aids • Therapy supplies and equipment • Rehabilitation small supplies and exercise equipment • Rehabilitation equipment and equipment-related supplies (For more information on product groups, see Appendix 1 Product Groups and Questions in the Request for Information) The purchaser is not committed to tendering the aforementioned products within the dynamic purchasing system but they are listed here as examples. In addition, tenders may also include other aids, supplies, and equipment. The tendered entities are defined in more detail in the internal tenders. Products to be tendered through the dynamic purchasing system can be procured by the HUS Group (HUS) in addition to the owners of the HUS Group (City of Helsinki, Itä-Uudenmaan Wellbeing Services County, Keski-Uudenmaan Wellbeing Services County, Vantaan and Keravan Wellbeing Services County and Länsi-Uudenmaan Wellbeing Services County), the wellbeing services counties of the YTA area (Kymenlaakso Wellbeing Services County, Etelä-Karjala Wellbeing Services County and Päijät-Häme Wellbeing Services County) and the Defence Forces. The parties participating in the procurement are defined separately in each internal tender of the dynamic purchasing system. The "Rehabilitation Aids and Equipment and Rehabilitation Equipment 2026-2031" dynamic purchasing system is valid until 25.6.2031, unless it is shortened or extended by a separate notice. HUS estimates at the time of publication of the application that at least two separate tenders will be published within the dynamic purchasing system during the years 2026-2031: 1) Rehabilitation Aids and Equipment package and 2) Rehabilitation Equipment and Equipment-related Supplies package, as well as possibly other individual tenders as needed by the purchaser. The aforementioned packages may include, instead of one package, several individual tenders. The plans and quantities are preliminary and may change according to the needs of the purchaser and the grouping of the products. The value of the procurement is estimated to be a maximum of 4,960,000 euros (VAT 0%) over a five (5) year contract period. However, the actual value of the procurement depends on the products to be tendered and the order quantities for them, as well as the length of the contract periods of the internal tenders. The value of the procurement may be significantly lower than the aforementioned maximum value, and the maximum value does not create any obligation for HUS to make a purchase. Applications to participate in the dynamic purchasing system can be submitted throughout its duration. It is valid until the date indicated in the procurement notice, unless it is terminated or modified during the validity of the dynamic purchasing system. The actual procurements are made in the internal tenders of the dynamic purchasing system, where the procurement target is described and specified. A separate contract is concluded for each internal tender. The contract period is defined separately in the internal tender on a case-by-case basis. A procurement contract made on the basis of an internal tender may continue as a fixed-term or ongoing contract even after the expiry of the validity period of the dynamic purchasing system. An application to participate in the dynamic purchasing system can be made if the eligibility criteria, which are stated in the ESPD form and in the section Procurement Target Criteria, are met. All candidates meeting the eligibility criteria are included. HUS reserves the right to procure rehabilitation aids, supplies, and equipment, as well as possible related additional services, if necessary, also outside this dynamic purchasing system. The dynamic purchasing system is described in more detail in the application for participation and its appendices.
