Description

This framework agreement is divided into 8 lots corresponding to 8 different geographical areas. For certain work operations, the services, which are the subject of this consultation, may fall under a coordination mission in terms of safety and health of category 2 or 3 as per the Labour Code (Law No. 93-1418 of 31 December 1993). The main services concern, up to a limit of 500 000 euros excl. VAT, notably:

- Infrastructure and Roadways: Creation, development, strengthening, rehabilitation and major repairs of road and cycle paths (asphalt, concrete, road structures, forming and foundation layers).

- Layouts and Dependencies: Work on the layout and securing of public spaces and dependencies, including notably:

* pavements, verges, cycle paths and walkways,

* curbs, gutters, paving, and paving stones,

* layouts promoting the safety and comfort of users (including cyclists and pedestrians),

* mineral and vegetated spaces.

- Networks and Drainage: Excavation of trenches, laying of conduits, works and equipment related to networks, and works for the drainage of infrastructures (water management, ditches, manholes, hydraulic structures).

- Structures and Masonry: Construction of small civil engineering structures and masonry work, notably:

* retaining structures,

* street furniture,

* urban furniture and landscaping.

- Safety and Signalling: Installation of temporary site signage, marking devices and safety equipment related to the works.

Exclusion from the scope of this framework agreement: see article 1 of the consultation regulations (RC).

The framework agreement is divided into 8 lots, managed by separate contracts. For each lot, a multi-operator framework agreement with purchase orders will be concluded. The number of contractors will be a maximum of 3, subject to a sufficient number of compliant offers. The maximum number of lots that can be awarded to the same economic operator is limited to 4. The allocation of purchase orders will be made according to the so-called "cascade" method by operation. The contractor whose offer has been ranked first will be the priority recipient of the purchase orders. The conditions under which the purchase orders will be directed to the next contractor (No. 2 or No. 3) are detailed in article 4.1.4 of the special administrative clauses (CCAP). As an indication, information on the execution of previous contracts is given in article 2-3-8 of the (RC).
