Germany – Parking services – Bewirtschaftung von vier Tiefgaragen im Mülheimer Stadtgebiet für die Betriebe der Stadt Mülheim und die Stadt Mülheim über einen Zeitraum von zehn Jahren

The municipal enterprises of Mülheim and the city of Mülheim undertake a wide range of tasks to ensure a functioning municipal infrastructure, thus making an important contribution to the quality of life, accessibility and economic performance of the city. Their activities include, in particular, the operation, maintenance and further development of public facilities and technical systems which are of central importance to citizens, visitors and companies. A key component of these tasks is the management of transport infrastructure and parking facilities. In this context, the municipal enterprises of Mülheim and the city of Mülheim operate four multi-storey car parks within the city. These are the following multi-storey car parks with the specified number of parking spaces:

- Stadthalle multi-storey car park, Bergstraße 13-15, 156* parking spaces (municipal enterprises of Mülheim)

- Rathausmarkt multi-storey car park, Rathausmarkt, 88* parking spaces (municipal enterprises of Mülheim)

- Wertgasse multi-storey car park, Wertgasse, 155* parking spaces (city of Mülheim)

- Schlossstraße / Synagogenplatz multi-storey car park, Viktoriastraße 28 or Eppinghofer Straße (tunnel area), 345* parking spaces (municipal enterprises of Mülheim)

The operation of these multi-storey car parks includes not only the provision of parking space, but also the ongoing organisational, technical and commercial management. This includes, in particular:

- ensuring proper and safe operation

- procurement, maintenance and upkeep of technical systems, such as lighting, ventilation, barrier and cash systems,

- regular inspection of structural and safety-related facilities,

- cleaning and maintenance of the systems,

- coordination of external service providers,

- handling of user and customer enquiries,

- commercial management including fee management and billing.

These services are being tendered here. The tender is being carried out by Ruhrbahn GmbH on behalf of the municipal enterprises of Mülheim. All forms and documents of Ruhrbahn contained in the tender documents of this invitation to tender shall be deemed to be part of the contract with the contracting authority in the event of an order being placed. It is planned to award the services for a period of 10 years. The services will then be retendered. To ensure a smooth transition, it is agreed that the services listed in this agreement can be requested by the contracting authority for up to one year beyond the end date (31.12.2036) (see agreement on operation). The award of the aforementioned services will be made in a single contract to one supplier. Submission of tenders on a lot-by-lot basis is not possible.
