Bygnings- og Udviklingsfonden DTM 4.0DenmarkPublished on Oct 11, 2026
No deadline given

Description

The competition is launched for the transformation of Svanemølleværket into the New Danish Museum of Technology. Denmark is one of the world's most technology-intensive nations, but the national technical museum does not have the framework to match the task. The new museum will, on an international level, collect and convey the history, present, and future of technology and function as an open workshop and meeting place for technological education, debate, learning, and experiences. Svanemølleværket will be transformed from a power plant to a powerhouse: an open, inviting, and lively house where Danmarks Tekniske Museum is the bearing function and the professional center of the house. THE TRANSFORMATION must take as its starting point the industrial character, spatial qualities, and preservation values of the plant. The building itself must be an active part of the museum experience, and the transformation must be an example of the conversion of existing industrial buildings with low climate impact, high reuse, and a clear relationship between preservation, new use, and architectural quality. The central task of the competition is, at the idea and concept level, to develop an overall architectural and technical main idea for the transformation. THE MAIN IDEA must bring together the overall layout of the museum, public functions, possible hub and operation, the level of intervention, the climatic and technical strategy, and the house's meeting with the city and the harbor. The house must be able to accommodate a public, not just an audience, work with the current and unfinished, receive schools and learning processes on a large scale and be driven robustly and flexibly. There is work on the possibility of a business and technology hub in a smaller part of the building as an expected, but not yet finally decided, independent, and supplementary function. The competition proposal must show how the hub can be integrated with the possibility of its own access and operation as well as professional and functional interaction with the museum. THE COMPETITION will form the basis for the choice of the cooperation partner who, together with Bygnings- og Udviklingsfonden DTM 4.0 and Danmarks Tekniske Museum, will further develop and realize the project. The project must be able to be developed within a FIXED ECONOMIC FRAME of DKK 660 million excl. VAT at the 2026 price level. The client expects, after the project competition, to enter into a total consultant agreement with the winner on the basis of ABR 18 and after negotiation in accordance with the tendering law's § 82. The project's further progress after the competition decision follows the phase division and timetable that appears from the contract basis and the accompanying appendices. The tender is carried out as a project competition with a view to entering into a service contract, cf. the tendering law's § 84, subsection 1, no. 1. THE PROCESS INCLUDES: 1) prequalification, part A - written application, 2) prequalification, part B - pitch, 3) phase 1 - anonymous project competition, 4) assessment and designation of the winner or winners of the project competition, 5) lifting of anonymity, 6) negotiation phase with the winner or winners, 7) phase 2 - further processing and final tender for the total consultant agreement, 8) evaluation of the final tenders and 9) award of the total consultant agreement. PREQUALIFICATION is carried out in two parts. In part A, up to 8 teams are selected for pitch, provided that the number of suitable applicants exceeds 8. In part B, 3 teams are selected to participate in the project competition on the basis of an overall assessment of the written application and the pitch. The assessment committee designates one or more winners of the project competition, who are invited to negotiation and phase 2. The total consultant agreement is awarded to one tenderer. In prequalification part A and part B, an overall assessment of the stated selection criteria is made. In PHASE 1, the competition proposals are assessed on the basis of the criteria Transformation, Museum, the house's functions and operation, as well as Feasibility and economic robustness. No mutual weighting is made, and all three criteria are considered to be of significant importance. In PHASE 2, the final tenders are evaluated on the basis of the same three criteria with the following weighting: Transformation 33%, Museum, the house's functions and operation 34%, and Feasibility and economic robustness 33%. The fee is set by the client, and only quality is competed for. The competition program and the appendices made available during prequalification are available via the tendering portal Dalux in the project "DTM 4.0 - Project competition about Svanemølleværket." The appendices, which, according to the competition program, are only made available at the start of phase 1, including the consultant agreement with appendices, are made available at this time.
