Description

The Resource Management System (RMS) will replace manual processes for the planning and dispatching of critical airport resources. The aim is to improve efficiency, reduce errors and lead times, and enable better use of available capacity. The contract concerns a framework agreement for the implementation and support of an Airport Resource Management tool with a focus on the dispatching of airport personnel (e.g. Airport Crew), with the possibility, depending on any future needs at BAC's side and the capabilities of the supplier, to also dispatch other types of resources. The platform must, including but not limited to, support the following capabilities: integration of (external) personnel shift planning, real-time dispatching and task management on the workfloor. The contract follows a capability-driven approach with 'dispatching' as the core capability. 'Planning' serves as a supporting capability, as this is in most cases provided by a separate planning system (e.g. Workforce Planning system) that supplies the resources to be dispatched. Within this capability-driven contract, Airport Crew is the first in-scope use case that will be realised. Airport Crew is responsible throughout the airport for a smooth flow of passengers through the terminal and providing information. Other future use cases are part of the framework agreement and can be implemented at a later date.
