Restricted design contest for the construction of Building 11 Learning Commons and the rehabilitation of Building 17 of the INSA Toulouse. This procedure is conducted in two phases: - Phase n° 1: Candidacy phase; - Phase n° 2: Tender phase (3 candidates invited to compete). This is a design mission with VISA as per Articles R. 2431-4 and R. 2431-5 of the Public Procurement Code, supplemented by Articles R. 2431-19 to R. 2431-23 in accordance with the nature of the operation, and its Annex 20 of 22 March 2019. The basic mission in accordance with Articles R. 2431-4 and R. 2431-5 of the Public Procurement Code: ESQ - AVP - PRO - ACT - VISA - DET - AOR with a commitment to respect the estimated cost of the works. - Additional mission n° 1: diagnostic studies (DIAG); - Additional mission n° 2: Synthesis (SYN); - Additional mission n° 3: Whole-life cost according to the ISO/DIS15686-5 standard and Exploitation Maintenance – Major Maintenance Renewal (EM-GER). Description of the works to be carried out: - Works for the construction of Building 11 Learning Commons: Estimated budget for works: 3 850 000 € HT; - Works for the rehabilitation of the East Wing of Building 17: Estimated budget for works: 2 650 000 € HT; - Works for the energy renovation of the North Wing of Building 17: Estimated budget for works: 2 580 000 € HT; - Works for the increase in capacity of the North Wing of Building 17: Estimated budget for works: 80 000 € HT; - Works for the landscaping of the site entrance: Estimated budget for works: 250 000 € HT.
