Belgium – Feasibility study, advisory service, analysis – Raamovereenkomst voor patrimoniumstudies

This contract concerns a framework agreement for services with the subject of the execution of heritage studies for local authorities and other designated potential buyers. The Province of Antwerp acts as a purchasing centre. With this framework agreement, a maximum of three (3) contractors will be appointed. The contracting authority reserves the right to appoint fewer than three contractors if it deems it inappropriate to appoint more than one, given the quality of the tenders or the competition. The specific assignments for heritage studies will then be placed by the buyers via separate sub-assignments, within the conditions of this framework agreement. The sub-assignments may differ in nature, scope, complexity and duration, depending on the specific request of the buyer. The heritage studies have a strategic and policy-preparatory character. They are aimed at the inventory, analysis and strategic assessment of the heritage of the relevant buyer, with a view to formulating substantiated scenarios and a policy-oriented framework for consideration regarding preservation, development and/or sale. The studies may relate to buildings and land, both developed and undeveloped. In carrying out these studies, systematic attention must be paid to the relationship between the heritage in scope and local housing provision, without the assignment thereby being reduced to a mere housing study. The framework agreement aims to provide buyers with efficient and high-quality access to specialised expertise, without them having to organise a placement procedure for the execution of individual heritage studies.
