Poland – Security services – „Świadczenie usług w zakresie ochrony osób i mienia Szpitala „Latawiec” w Świdnicy”

Subject of the contract: 1. The subject of the contract is the provision of services related to the protection of persons and property of the „Latawiec” Hospital in Świdnica, in accordance with the description of the subject of the contract specified in Annex No. 3 „Contract Project”. 2. CPV Code: 79.71.00.00 – 4 Other security services. 1. In the procurement procedure for a contract with a value equal to or exceeding the EU thresholds, the tender and the declaration, referred to in Article 125(1), must be submitted, under penalty of invalidity, in electronic form (Article 63(1) of the Pzp). 2. The manner of preparing electronic documents, declarations or electronic copies of documents or declarations must be in accordance with the requirements specified in the regulation of the Minister of Development, Labour and Technology of 23 December 2020 on the subject of personal evidential means and other documents or declarations that the contracting authority may require from the contractor (Dz.U. poz. 2415 ze zm.) and the regulation of the President of the Council of Ministers of 30 December 2020 on the manner of preparing and transmitting information and technical requirements for electronic documents and electronic communication means in the procedure for awarding a public contract or a competition (Dz.U. poz. 2452). 3. The contracting authority will transmit information to contractors in electronic form via the Tender Platform. Information regarding responses to questions, changes in specifications, changes in the submission and opening of tenders, the contracting authority will publish on the Tender Platform on the card of the conducted procedure. Correspondence, which, in accordance with the applicable provisions, the addressee is a specific Contractor, will be sent in electronic form via the Platform to the specific Contractor. 5. Procurement procedures are conducted using electronic communication means. Communication between the contracting authority and contractors takes place using the SP ZOZ Purchase Platform in Świdnica at https://szpitalswidnica.logintrade.net/ The HTTPS encrypted protocol is used for the connection. Data encryption is carried out using the SSL protocol. The SSL certificate ensures the confidentiality of data transmitted over the Internet. A contractor with an account on the SP ZOZ Tender Platform in Świdnica: has access to the possibility of submitting, withdrawing a tender, as well as functionalities allowing to ask questions about the content of SWZ and communicate with the contracting authority in other areas. The contracting authority allows communication with contractors to the email address provided in SWZ (with the reservation that the tender together with the attachments must be submitted on the platform). 6. After creating or generating an electronic document by the Contractor, the Contractor signs this document with a qualified electronic signature, issued by a qualified trust service provider, which is a subject providing certification services – electronic signature, meeting the security requirements specified in the Act of 5 September 2016 on trust services and electronic identification (DZ.U. z 2024 poz. 1725 t.j. ze zm). 7. The exercise by a data subject of the right to rectification or completion, referred to in Article 16 of Regulation 2016/679, may not result in a change in the outcome of the procurement procedure or a change in the decisions of the contract for a public contract in a scope inconsistent with the law. 2. In the procurement procedure, the submission of a request to restrict processing, referred to in Article 18(1) of Regulation 2016/679, does not restrict the processing of personal data until the completion of that procedure.
