Description

The towns of Hirschhorn and Neckarsteinach aim to establish comprehensive, high-performance access to gigabit networks. Additionally, the towns aim to strengthen their business locations and ensure the competitiveness of their companies. Therefore, telecommunications companies are to conclude concession contracts for the construction and operation of gigabit networks, as well as the provision of end-customer services in the relevant areas. The two aforementioned towns have joined forces in the framework of an inter-municipal cooperation for project preparation and implementation. Hirschhorn (grant recipient, hereinafter "concession grantor") is the lead, which, by way of task transfer in the form of a public-law agreement, is provided as the coordination centre for the overall project. The concession grantor has submitted a funding application within the framework of the federal funding programme "Promotion to support the gigabit expansion of telecommunications networks in the Federal Republic of Germany - Gigabit Directive 2.0", 2nd amendment of 13.01.2025, and has been granted funding in preliminary amount. In addition, the concession grantor has applied for co-financing according to the "Directive for the promotion of gigabit supply in the state of Hessen" and has also been granted funding in preliminary amount. The funding is to be provided through an investment grant in the amount of the so-called economic viability gap, i.e. in the amount of the difference between the net present value of all income and the net present value of the costs for network construction and operation. The conclusion of the grant agreement (see for this purpose Annex 4 to the service description and point D. V. 10. of the accompanying document to the notice) is subject to the condition that the corresponding funds (also) be granted in final amount and the corresponding own contribution of the concession grantor be made available in accordance with budgetary law.
