The procurement procedure is for the creation of a Dynamic Purchasing System (hereinafter: DPS) for the procurement of lubricants needed for buses for MÁV Személyszállítási Zrt. for a period of 72 months. Any economic operator that meets the suitability criteria defined by the contracting authority may join the DPS for its entire duration, with the possibility of submitting a new participation declaration opening after the deadline for submitting the first participation declaration has expired, following the date of sending the summary of the evaluation of participation declarations. The contracting authority, during the implementation of the DPS, based on Kbt. 107. § (2) shall, at the same time as sending the invitation to tender, make available to the participants of the valid participation declaration in the DPS, the precise technical description and contractual conditions relating to the specific procurements to be implemented in the system. In the second, tendering phase of the procedure, the contracting authority shall, in determining the deadline for each invitation to tender, act in accordance with the provisions of Kbt. 107. § (7), with the contracting authority being entitled, in accordance with the provisions of Kbt. 107. § (7), to subsequently agree with the participants on a shorter tendering deadline. In the second, tendering phase of the procedure, the participant/ tenderer must submit the additional documents and declarations specified in the procurement documents and technical description issued in the tendering phase, as well as those required by Kbt. or the relevant legal provisions. For the validity of the participation declaration, the participant must declare that they accept the general contractual conditions published by the contracting authority as part of the other procurement documents of the invitation to participate. Following the successful completion of the participation phase of this procedure, upon the emergence of a specific procurement need, the contracting authority shall send the invitation to tender to the participants qualified as suitable via the EKR. All necessary information about the operation of the DPS and the rules and description of joining can be found in the procurement documents and the provisions of Kbt. and the relevant legal regulations. Every participant meeting the suitability criteria will be admitted to the DPS, and the number of participants to be invited to tender will not be limited.
