France – Architectural, construction, engineering and inspection services – MAITRISE D'OEUVRE-RELOGEMENT CENTRE DE SANTE DENTAIRE DE LA CPAM DE LA LOIRE-SITE ROANNE

The contract concerns the design mission for the relocation of the Dental Health Centre (CSD) and the reorganisation of reception activities (CPAM, Social Service, Medical Service and URSSAF) on the ground floor of the CPAM de la Loire site in Roanne. The programme will also include the temporary relocation of certain back-office activities to the upper floors of the site. This operation requires the formalisation of a restricted tender: The minimum number of candidates to be selected for the tender phase will be 5. For information, an audition will be organised with the selected providers, with a view to a detailed presentation of the content. The design mission will include the following tasks:

- DIAG + APS: The DIAG mission will include the preparation of a survey and a digitised graphic representation of the existing works, namely: Floor plan (structure, joinery, vertical circulation, ducts, electrical cabinets, heating, cooling, ventilation emitters, etc.), 2 sections, elevations + Outline preliminary design - APD: Definitive preliminary design - PRO (including DGD): Project studies - ACT: Assistance to the contract owner for the award of construction contracts - EXE limited to VISA: Execution studies limited to VISA - DET: Supervision of the execution of construction contracts - AOR: Assistance provided to the contract owner during the reception operations and during the perfect completion guarantee period. It will be supplemented by the following missions:

- PEMD: Products, equipment, materials and waste - OPC: Site scheduling, coordination and management. In the context of the various missions, the design team will also have to assist the contract owner by carrying out the following services:

- Assistance with the enhancement of CEE (drafting clauses in construction contracts, collection of documents necessary for the validation of standardised operations, etc.). - Management of construction waste - Dynamic thermal simulation (STD) to assess energy savings based on the hypotheses defined in the preliminary design phase and updated in the following phases. The team will present expertise in:

- Architecture (DPLG, DE or equivalent - lead designer) for graphic proposals and other specific technical elements related to the project, - Specialist engineering firm for the layout of dental practices (Architect or Engineering firm, in the design and layout of dental practices - compliance with standards, management of flows, optimisation of surfaces, taking into account current practices as well as existing furniture and equipment). - Fluids (strong and weak current electricity, lighting, HVAC, plumbing-sanitary, medical fluids in support of the specialist dental engineering firm), - Construction economics for cost management and optimisation of financial resources, - Acoustic engineering in new or existing buildings, - Site Organisation and Management (OPC) to coordinate the various trades and monitor schedules, - Design of asbestos removal with presentation of Qualification 0902 (Design of asbestos removal) OR equivalent training certificate OR significant experience to assess this competence is required. (undertaken by the architect or economist).
