The subject of the order is: Supply of signs, marking elements, road safety devices.

The scope of the order includes: The order includes the supply of vertical marking elements (signs: warning, prohibition and mandatory, informative, directional and place, supplementary and sign plates) and road safety devices used on provincial roads according to the list of signs. The order should be delivered to the seat of the Regional Roads Authority in Włodawa, ul. Lubelska 60, 22-200 Włodawa.

1) Road signs and plates should be made of hot-dip galvanized steel sheet with a minimum thickness of 1.25 mm.

2) Posts for signs should be made of galvanized steel pipe (external diameter 60 mm) with a minimum wall thickness of 2.9 - 3.2 mm with anchored bolts in the lower part of the post and equipped with a plastic cap protecting against water entering its interior. The purchaser allows the use of posts with non-anchored bolts instead of bolts placed in the holes of the lower part of the post.

3) The back of the sign should have a feature specifying the period of maintaining the reflectivity of the foil.

4) Profiles for mounting holders located on the back of the sign boards.

5) The backs of signs and road plates should be protected with grey, non-reflective paint.

6) The edges of the signs and road plates must be double-bent.

7) All signs and sign plates must be equipped with a complete set of fastening elements (the cost of the holders should be included in the price of the marking).

8) Guarantee for the reflective foils used for road signs: min. 7-year period of maintaining the reflectivity of type 1 foil, 10-year period of maintaining the reflectivity parameters of type 2 foil, and guarantee for the sign plate: min. 7 years.

9) The guarantee for road safety devices is min. 24 months (the guarantee does not cover mechanical damage).

10) The guarantee period for U-1a and U-1b guide posts is min. 24 months from the date of delivery (the guarantee does not cover mechanical damage) or according to the submitted offer.

11) Road signs, sign plates and guide posts should be clean, smooth, free from scratches, blisters and dents.

12) The delivery should be made in the assortment and quantity according to the price form.

13) All signs, sign plates, U-1a and U-1b guide posts and road safety devices should be made in accordance with: a) Regulation of the Minister of Infrastructure of 3 July 2003 on detailed technical conditions for road signs and signals and road safety devices and the conditions of their placement on roads (i.e. Journal of Laws of 2019, item 2311 with later amendments).

14) All signs and road safety devices must be produced in 2026 and marked with the date of production. a) This does not apply to reflective elements for iron covers, in white and red colour and in a colour, the date of production of which may be before 2026.

3. The Contractor will ensure the transport of the subject of the order.

4. The Purchaser will ensure the unloading of the signs. The Contractor will agree by telephone with at least one day's notice the date of delivery, in order to ensure the possibility of unloading and acceptance of the delivered signs by the employees of the Regional Roads Authority in Włodawa.

5. Deliveries questioned in terms of quality will be left at the disposal of the Contractor. The Contractor undertakes to remove the defective material at its own cost and deliver the devices free from defects within 7 days from the date of notification of this fact by the Purchaser.

6. The Contractor will attach to the acceptance protocol for all items: a) Product guarantee, b) Technical approval or national technical assessment, issued by an authorized unit together with a declaration of usability.

7. The Contractor will transfer the aforementioned documents to the person responsible for the implementation of the contract on the Purchaser's side no later than 5 days from the date of delivery.

8. The subject of the order has been described in a manner specified in art. 101 para. 1 point 2 and para. 3, of the PZP Act. The Purchaser allows equivalent solutions to those described, provided that the Contractor proves in the offer, in particular by means of the relevant evidence, referred to in art. 104-107, that the proposed solutions meet the requirements specified in the description of the subject of the order to an equivalent extent.

9. An equivalent solution will be considered an offer for the supply of marking elements made using a technology, materials and equipment other than that specified in the description of the subject of the order, provided that their parameters are not worse than those specified in the description of the subject of the order.

10. The Purchaser does not allow the possibility of submitting partial offers. The Purchaser has waived the division of the order into parts due to the small scope of delivery. Dividing the order will result in an additional reduction in the scope of delivery, which may unnecessarily adversely affect potential delivery costs, and thus the price of the offer. In addition, there is a risk that no offer will be submitted by the Contractors due to the too small scope of potential deliveries.
