Description

To fulfil its missions, the DGA Techniques Aérospatiales (TA) centre must carry out mechanical, ageing and physico-chemical tests on metallic, plastic, composite or hybrid specimens.---- This framework agreement must ensure the provision of: ----Sampling, machining of metallic specimens ----Sampling, machining of plastic, composite or hybrid specimens ----Production of assembly elements for the specimens. ----It is specified that the deadline for the submission of tenders is 13/04/2026 at 12:00 (Paris time). ----This is a Defence or Security Contract. ----The estimated amount indicated in sections 2.1.3 and 5.1.5 corresponds to an overall estimate for the framework agreement project, without any commitment on the part of the State. ----This is a single-source framework agreement with order forms and subsequent contracts. ----The contract has a duration of 7 years. ----Candidates must specify whether they are applying individually or as a group. Candidates are not allowed to submit multiple tenders for the framework agreement by acting simultaneously: 1) as individual candidates and as members of one or more groups; 2) as members of several groups. The composition of the groups may not be changed between the application and the submission of the tender. Furthermore, the provisions of Articles R2142-23 and R2342-14 of the CCP apply. ----Signature of documents: Documents contained in the tender file requiring a signature must be signed by a person authorised to bind the company (with the name, first name, and position of the signatory, and with the company's stamp). If the signatory of the documents does not appear in the public information via the SIREN number or the equivalent document for candidates established abroad, any document attesting to the signatory's capacity to bind the company must be provided. As regards electronic files, a signed zip file does not constitute a signature of the documents it contains. Each document for which a signature is required must be signed electronically and separately by a person authorised to bind the company (cf. 'Modalities of transmission of tenders mentioned in section 2.1.4). A scanned handwritten signature cannot replace the electronic signature. All members of the group must choose the same signature format (handwritten or electronic) without the possibility of mixing the two types of signatures. The provision of all the elements/documents listed in sections 2.1.6, 5.1.9, 5.1.12 is essential, failing which the candidate's tender will be rejected. ----Documents submitted in support of tenders in a language other than French must be accompanied by a translation into French. Only the French version is authentic.
