Finland – Electricity – Keravan Energia Oy:n ja Sipoon Energia Oy:n verkonhaltijan häviösähkön toimitus 2027-2029

The subject of the procurement is the open physical delivery of loss electricity from the electricity networks of Keravan Energia Oy and Sipoon Energia Oy. The amount of loss electricity is based on the network owner's measured loss electricity time series (attached loss electricity time series). The purchaser's annual loss electricity volume is approximately 17 GWh. The loss electricity procurement contract will be made for a fixed delivery period from 1 January 2027 to 31 December 2029. The contract will be made separately for both network owners. The bid price is given as a fixed total price (average price) for the entire delivery period, including the average price of system year products quoted on the Euronext Nord Pool electricity futures market (Euronext Nord Pool Power Futures) (NSBY-27, NSBY-28 and NSBY-29), the average price of the corresponding area price products (HLBY-27, HLBY-28 and HLBY-29) and the margin. The margin includes all the Bidder's costs, such as profile, forecasting, trading, payment time costs, Datahub fees, the Bidder's administrative costs and Fingrid Oy's production and consumption volume charge (at the time of bidding) as well as the Bidder's cover. If Fingrid Oy's production and consumption volume charge changes (increases or decreases), this will be taken into account according to its effects. The bid price is given according to the closing prices of Wednesday 9 September 2026. The total price must be given excluding value added tax (VAT 0%) in the form of EUR/MWh. There must not be a fixed monthly charge (EUR/month). The bid price is based on the loss electricity time series attached to this invitation to tender, by network owner. The final contract price will be determined at the market price level at the time of contract conclusion. The price linkage must be stated in the bid. According to case law, the procurement of loss electricity is a matter of the procurement of energy related to energy supply referred to in section 6, paragraph 6 of the Act on Procurement in Special Sectors, and therefore does not fall within the scope of the Act on Procurement in Special Sectors or the Act on Public Procurement. According to section 23 of the Electricity Market Act, however, the network owner must procure the loss energy of its electricity network in accordance with open, non-discriminatory and market-based procedures. In order to meet the above-mentioned requirements of the Electricity Market Act, the procuring entity will publish a public procurement notice for the procurement.
