The Municipality of Ensdorf (hereinafter: "Granting Authority") aims to provide comprehensive access to Gigabit networks. Furthermore, the Granting Authority aims to strengthen its business location and ensure the competitiveness of its companies. Therefore, a concession contract is to be concluded with a telecommunications company for the construction and operation of Gigabit networks as well as the provision of end-user services in the areas specified in more detail below. The Granting Authority has submitted an application for funding under the federal funding programme "Funding for the expansion of telecommunications networks in the Federal Republic of Germany - Gigabit Guideline 2.0" and has been provisionally granted funding. The Granting Authority has also applied for co-financing for federal funding under the "Guideline on the co-financing of federal Gigabit funding in Saarland (Saarland Gigabit Co-financing Guideline)" and has been provisionally granted it. The funding is to be provided through an investment grant in the amount of the so-called economic viability gap, i.e. the difference between the net present value of all revenues and the net present value of the costs for network construction and operation.
