DESCRIPTION Alva-yhtiöt is launching a procurement process to select an Azure cloud service partner. The aim is to find a partner with strong expertise and agility in maintaining and developing the Azure environment, as well as the ability to support Alva's strategic cloud migration. The partner is expected to have concrete experience in managing the Azure environment, ensuring cybersecurity, and cost-effective development of cloud services. Additionally, the partner must actively promote the growth of Alva's business by utilizing modern cloud solutions and enable scalable and flexible services that meet the changing business needs. Alva-yhtiöt has a significant Azure service capacity in use and the target is to increase cloud-based solutions. Azure is used for, among other things, infrastructure services, cybersecurity functions, analytics, integrations, and application platforms. Cost tracking and capacity optimization are key focus areas.

PARTNERSHIP: The contracting authority and the supplier selected for the procurement will act as partners and aim to develop operations by removing obstacles, testing new operating models, and sharing the risks and benefits of development activities. The goal of the partnership is to ensure long-term, cost-effective, secure, and economically low-risk operations for the parties to the agreement. The partnership approach aims for a flexible operating model, in which challenges arising from circumstances or third parties can be responded to quickly by utilizing the expertise and resources of both partners. Within the procurement, open dialogue will be sought and the influence of the parties on matters such as the scheduling of work and the implementation method will be taken into account. A prerequisite for long-term partnership is a commitment to continuous improvement and development of operations, taking into account the needs of the parties and stakeholders.

CONTRACT VALUE: The initial contract period is 1.12.2026-30.11.2028 and the option periods are 2 years. The estimated value of the contract is ~2,3 M€

PROCUREMENT PROCEDURE: The tender competition will be conducted through a negotiated procedure, and this published invitation to participate is seeking interested bidders for the Azure cloud service partnership. The procurement will not be divided into parts, as the production of the overall service forms a natural procurement entity for the contracting authority.
