Germany – Engineering design services for mechanical and electrical installations for buildings – Vergabe von Planungsleistungen der technischen Gebäudeausrüstung (TGA) Anlagengruppe 8 gemäß § 53 Abs. 2 HOAI zur Umsetzung der Sanierung der Gebäudeautomation, Projekt C.0203
Description
The project C.0203 of the Universitätsklinikum Tübingen involves the comprehensive renovation of a significant portion of the outdated switchgear of two AGs (approx. 190 units AG 1 + 165 units AG 2) of the building automation trade. Due to the evolved structure of the property sections and the simultaneously advancing technology, there is currently a broad portfolio at field, automation, and control levels. These differ in manufacturer, chosen technology, and design. (See also the description of services in Annex 03). Due to the consistently high and partially uninterrupted operational requirements of the clinic, switchgear has been repaired in the past through economical interventions, rather than comprehensively renovated. Many systems from different manufacturers are now obsolete and irreparable. Some switchgear has old pneumatic components, which can be omitted. Some switchgear functions unreliably. Therefore, a large-scale renovation must take place. The high number and the large variance of the plant technology require complex planning to replace the units to be exchanged as efficiently and without interruption as possible. The planning services range from the identification and resulting delimitation of the obsolete systems of various manufacturers, the resulting quantities to be replaced, the creation of concepts for tendering blocks, to the involvement in the planning of components to be replaced at field level. The primary goal of the project is to replace all approx. 355 ailing switchgear or controls and to eliminate or at least update to the latest standard all proprietary bus systems between controllers and subordinate regulators. With the new TGA standard currently in progress, there will be fixed, manufacturer-independent structures in the future to facilitate future conversions and to create a new, structured automation landscape across the property. Relevant to the project understanding is that the plants of AG 1 are prioritised, and the services for AG 2 are to be offered only as an option. The client reserves the right to shorten, delete, and in any case postpone the services for AG 2.
