Description

The Helsinki Metropolitan Area Environmental Services Authority HSY (hereinafter also "HSY" or "the contracting authority") operates in critical sectors essential for societal functionality. To ensure the uninterrupted operation of water supply, sewerage, and waste management, personal protective equipment (PPE) is crucial, and its availability in all circumstances and with short delivery times must be secured. Through the framework agreement being tendered, the contracting authority can procure PPE for its various sites. An indicative list of the products to be procured is attached as Annex 1. The contracting authority will procure products as needed based on the framework agreement. A framework agreement will be established based on the procurement procedure, selecting a maximum of two (2) framework suppliers. If fewer than 2 bids meeting the minimum requirements are received, the contracting authority reserves the right to select one supplier as the framework supplier or to cancel the tender. The duration of the framework agreement is two (2) years. The estimated start date of the agreement is 1.5.2026. The contracting authority is not obligated to order products procured through the framework agreement. The framework agreement does not grant the selected framework suppliers (hereinafter also "supplier") an exclusive right, and the contracting authority may procure the products subject to the framework agreement through separate procurement procedures and contracts. Initially, non-bindingly, deliveries made by the framework supplier to the contracting authority follow a ranking model. In the ranking model, framework agreement-based procurements are primarily made from the supplier with the lowest comparative bid price. Procurements are made from the second-ranked supplier if the primary supplier cannot deliver the products. The contracting authority may, however, freely procure pick-up orders under 500 EUR (VAT 0%) from any supplier selected for the framework agreement. Initially, non-bindingly, warehousing services are tendered through internal tenders within the framework agreement.
