Belgium – Transport equipment and auxiliary products to transportation – ROK (Raamovereenkomst) Aankoop, levering en onderhoud van personenwagens/dienstenwagens

The Contracting Authority wishes to conclude a framework agreement with one or more contractors (maximum 2) per lot. The framework agreement concerns a contract for the purchase/delivery/maintenance of cars/service vehicles for a period of 4 years. The framework agreement sets out the overall framework that serves as the basis for the placement of the individual sub-contracts in a mini-competition. The estimated quantity for this contract is approximately 15 cars/service vehicles over a 4-year period for lot 1 and approximately 10 service vehicles for lot 2. The contract is divided into the following lots:

Lot 1: Exclusively electric passenger cars/electric service vehicles for passenger transport;

• Approximately 6 passenger cars

• Approximately 7 (8+1) passenger minibuses

• Approximately 1 baker's van

• Approximately 1 replacement of a current vehicle

In the context of the reform of the regulation for business vehicles, A-kwadraat, in accordance with letter C-2023/41517 307 septies, wishes for an optimal transition to electric vehicles.

Lot 2: Diesel vehicles, due to the necessary towing power

• Approximately 7 double-cab pickups (7 seats), with fixed tow hook (+/-3 tons) for trailers.

• Approximately 3 single-cab pickups for goods transport (3 seats)

Maximum value of the contract: The maximum value of the contract over the entire duration is set at 600,000 euros excl. VAT for lot 1 and at 400,000 euros excl. VAT for lot 2. The contracting authority points out to the tenderers that, in determining this maximum value, the estimated quantities listed in the inventory were not taken into account, and that this maximum value therefore does not indicate the tender amount that can be submitted. Instead, it is the maximum value of the framework agreements, determined on the basis of the maximum quantities that can be ordered over all calls that can be placed within the framework agreements.
