The contracting authority wishes to have general assistance in defining and implementing consultation with the inhabitants of the territory and the animation of the collective of local elected officials throughout the term of office. The assistance will cover the definition of strategies, methods, and means of the various forms of dialogue and animation and their implementation. The first step of the mission will be to propose an overall vision of the deployment of a consultation/animation strategy for the 4 main targets of the project - elected officials, administration, citizens, socio-economic actors. The contractor must explain the intentions, methods, means, and a medium-term agenda. Several consultation tools will be available to deploy the consultation strategy: audiovisual survey, broad-spectrum survey administered by residents, public meetings, technical workshops, creation and dissemination of content on social networks, creation, animation and dissemination of debates in TV studio format. It will be up to the contractor to use them according to the proposed strategy. The framework agreement will be executed by issuing purchase orders. The services are paid for by unit prices. The maximum amount is 800 000 euro(s) excluding VAT for the duration of the framework agreement.
