2.1 The contracting authority intends to purchase the services of construction and maintenance of non-residential buildings, the value of which is greater than 500 000 Eur excluding VAT, and technical supervision services. The services to be purchased are for non-residential buildings located in the territory of Kaunas city. All requirements for the services are specified in the special procurement conditions 7 annex "Draft Framework Agreement". The services will be purchased according to the needs of the Buyer. The contracting authority, by carrying out this public procurement, intends to conclude a preliminary procurement agreement with 3 (or fewer than 3, if the tenderers winning the tender are recognised as fewer than 3) suppliers, on the basis of which the main agreements for the construction and maintenance of non-residential buildings, the value of which is greater than 500 000 Eur excluding VAT, and the purchase of technical supervision will be concluded with the suppliers having concluded this agreement. The supplier for each specific task will be selected in the order established in the Preliminary Agreement, i.e., by carrying out a non-renewed tender or by carrying out a renewed tender. The Main Agreement will be concluded with the selected Supplier for the specific services indicated in the Technical Specification. During the validity period of the Preliminary Agreement, the preliminary quantity of the services to be purchased is indicated in the special procurement conditions 2 annex "Tender Form". Preliminary, evaluating the duration of the contracts being implemented so far, the duration of the works of objects up to 5 000 000 Eur - up to 18 months, up to 10 000 000 Eur - up to 24 months, more than 10 000 000 Eur - up to 36 months.
