Procedure for awarding a contract through the European negotiated procedure in accordance with the (amended) Public Procurement Act 2012. Contracting Authority The contracting authority for this procurement is the Municipality of Breda. For more information about the Municipality of Breda, please refer to the municipality's website: www.breda.nl. Pursuant to Articles 2.38 and 2.39 of the Act on Public Procurement, the Municipality of Breda is using the procedure for social and other specific services (SAS procedure) for this procurement. The procedure for social and other specific services involves a so-called light regime. This means that only part of the Act on Public Procurement is applicable to this procurement (see Article 2.39 of the Act on Public Procurement). The Municipality of Breda adheres to the principles of transparency, objectivity, non-discrimination, and proportionality. By submitting an application to participate, the applicant agrees to the provisions as set out in all procurement documents. The award will be made on the basis of the Most Economically Advantageous Tender (MEAT), best price-quality ratio (BPQ). Contract The Municipality of Breda invests structurally in strengthening cooperation, expertise, and results-oriented work within and between teams. The tasks for which the organisation is responsible – including digitalisation, complex social issues, and fluctuating team and staff dynamics – require a sustainable, process-oriented development capacity. Team development forms an essential basis for this. The focus of team development is on achieving good work: effective, meaningful, and carried out in an environment where ownership, psychological safety, and reflection are central. In the period 2026–2030, the Municipality of Breda will continue the movement towards a learning and agile organisation. Team development is not considered an incidental intervention, but as a structural part of the work, interwoven with broader organisational developments such as the Flexible, Integrated and Future-oriented (FIT) programme, Strategic Personnel Development, leadership development, and the basic approaches around process-oriented working. This procurement aims to contract a contractor who, additionally, temporarily, and transfer-oriented, contributes to the further strengthening of internal expertise, so that team development can be carried out increasingly independently and organisation-wide. The objective of the contract is to provide professional support that aligns with the development needs of (sub)teams, managers, and the internal organisation, in line with the starting point: “doing it yourself where possible, hiring where necessary.” The contractor provides expertise that is additional and temporary in nature, with a strong focus on transfer, guarantee, and strengthening internal ownership. The contractor continuously seeks the integrity and coherence with organisation-wide and relevant developments such as the organisational development programme FIT, Strategic Personnel Development, the vision on Learning and Development (Working Together Developing), and leadership developments. And always in close cooperation with the organisation and specifically HR so that we make the lasting movement to make team development a lasting place in the organisation as a basic approach. The contract is aimed at: - Strengthening the process-oriented basic approach within team development, in which learning, reflection, and realisation take place cyclically and close to the work. - Providing team coaching and support for various types of teams (regular teams, project and task teams), tailored to the variety in team dynamics, complexity, and development phase. - Supporting and coaching managers in their role as director of learning, developing, and collaborating, aimed at increasing insight into team dynamics and own leadership actions. - Strengthening the internal capacity (HR, L&D, internal team coaches) through knowledge transfer, co-supervision, train-the-trainer approaches, and guaranteeing methodologies. - Achieving a sustainable way of working that leads to a reduction in external dependency, with a growth path towards full internal management from 2028. The contractor thereby contributes to a coherent, effective, and future-proof approach to team development, which aligns with the organisational strategic frameworks and the rhythm of learning and realisation within the organisation. Scope of the contract: The contract includes the provision of services and support in the field of team development in the broadest sense, in line with the process-oriented basic approach of the organisation. The scope includes at least the following components: 1. Team coaching and support; 2. Knowledge transfer, guarantee, and building of internal capacity; 3. Process-oriented way of working and monitoring; 4. Flexible deployment and customisation; 5. Coherence with organisation-wide developments. Out of Scope: The leadership programme is not part of this procurement. That is a different procurement process. Parcels This contract is not divided into parcels. Maximum contract value The maximum contract value within the framework of this framework agreement is set at € 800,000,– over the term of the agreement, including extension options. No rights can be derived from the mentioned amount. There is no obligation for the contracting authority to purchase. If the maximum contract value is exceeded during the term of the framework agreement, the framework agreement will (earlier) be terminated.
